What Your Job Will Be Like

We are seeking Environment, Safety & Health Security Compliance and Assurance Analyst to support Sandia's Regulatory Support Program in its mission to enhance laboratory performance by continuously improving operations in alignment with safety and security regulatory standards. This pivotal role serves as the liaison between Sandia and the DOE Office of Enforcement, fostering confidence among regulatory oversight entities that Sandia's operations are conducted safely, securely, and efficiently.

This technical position offers the opportunity to elevate information security and nuclear weapons quality performance across the organization through the execution of technical analyses and issues management processes, requiring engagement with a broad and diverse customer base.

On any given day, you may be tasked with:

  • Reviewing off-normal events for potential noncompliance with corporate security, quality, or weapons quality standards.
  • Collaborating with teams to identify latent organizational weaknesses and opportunities for enhancement across all of Sandia.
  • Conducting technical analyses, utilizing reporting and assessment data, to pinpoint adverse trends.
  • Communicating issues and potential regulatory risks to all levels of management and oversight, including the Laboratories Director, Associate Laboratories Directors, NNSA/SFO, and DOE Office of Enforcement.
  • Supporting oversight and enforcement activities.
  • Employing a system-level approach to enhance lab-level and departmental processes and procedures.
  • Developing strategies to assist management in proactively identifying potential security and weapons quality-related issues.
  • Leading change by applying technical judgment to establish methodologies and approaches for resolving complex and unusual problems.
  • Utilizing customer service skills and a consultative approach when providing guidance, making recommendations based on requirements and circumstances.

The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.

Salary Range

$87,400 - $199,700

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require

  • Bachelor's degree in a relevant discipline, plus five (5) years or more of directly related experience demonstrating the knowledge, skills, and abilities necessary to perform the duties of the position. Or equivalent combination of relevant education and experience.
  • Ability to obtain and maintain a DOE Q-level security clearance.
Qualifications We Desire

  • A higher-level degree (MS, PhD) in a relevant discipline.
  • Knowledge of and experience with DOE information security and weapons quality requirements.
  • Knowledge of and experience with DOE nuclear facility safety basis
  • Knowledge of and experience with DOE Safeguards and Security Information Management System (SSIMS)
  • Familiarity with Sandia's security and weapons quality policies and processes.
  • Experience executing performance assurance activities, including assessments, measures/metrics, issues management, and trending analysis.
  • Experience interfacing (i.e., collaborating, communicating, negotiating) with DOE oversight entities (e.g., SFO, DOE/HQ, NNSA) and NTESS leadership.
  • Understanding of the DOE Regulatory Framework for nuclear safety, weapons quality, worker safety and health, and classified information security.
  • Ability to apply system-level strategic analysis to enhance policies and procedures.
  • Strong teamwork skills.
  • Comfort in engaging with all levels of staff and management.

About Our Team

As the Laboratories' interface with the Department of Energy's Office of Enforcement (OE), Defense Nuclear Facilities Safety Board (DNFSB), and the DOE Office of Inspector General / US Government Accountability Office, the Regulatory Support Program (Department 861) is dedicated to:

Enhancing worker safety and health, nuclear safety, and information security through the evaluation of realized events, assessments and/or audits, and communication of potential regulatory noncompliance's to NTESS management, the NNSA/SFO, and DOE Office of Enforcement.
Managing the interface with OE, DNFSB, IG/GAO in accordance with established requirements.
Ensuring thorough investigations of events and that corrective actions are appropriate, fully implemented, and sustainable to mitigate the risk of issue recurrence.
Assisting in the implementation of proactive controls to reduce the risk of off-normal events.

Security Clearance

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

NNSA Requirements for MedPEDs

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
