Protective Insurance Company is seeking a Lead Product Regulatory Advisor to provide strategic legal interpretation and regulatory guidance for complex, multiline, multistate insurance product filings. Embedded within the Product Filing & Operations organization, this role supports Employee Benefits products primarily, with additional support across Protection and Retirement lines as needed.


This position is critical to enabling speed to market, managing statutory complexity, and reducing product launch risk by addressing nuanced or conflicting regulatory requirements early in the product lifecycle. The Lead Product Regulatory Advisor partners closely with Product, Compliance, Legal, Actuarial, Forms, Operations, and Information Technology teams to translate legal and regulatory requirements into actionable guidance that supports compliant product design, filing strategy, and approvals. This role provides internal legal and regulatory interpretation and does not involve external legal representation or the practice of law.

Key Responsibilities:

  • Provide legal interpretation and regulatory guidance for complex, multiline and multistate insurance product filings where statutory requirements are nuanced, evolving, or conflicting.
  • Assess regulatory requirements impacting Employee Benefits, Protection, and Retirement products, including statespecific deviations and emerging statutory markets.
  • Partner with Regulatory and Compliance Analysts to evaluate regulatory bulletins, trends, and filing objections for legal impact and potential risk exposure.
  • Lead legal positioning for state filing objections, conditions, and negotiations to prevent or minimize product launch delays.
  • Support escalation strategies for complex filing objections requiring specialized regulatory legal judgment, coordinating with centralized Legal as appropriate for enterpriselevel risk or precedent.
  • Advise on filing strategy, sequencing, and state prioritization in partnership with filing leadership and consulting resources when applicable.
  • Translate legal and regulatory requirements into clear, actionable guidance that informs product design, pricing, filing strategy, and operational implementation for Product, Actuarial, Forms, Information Technology, and Operations teams.
  • Identify legal and regulatory risks early in the product development lifecycle to support informed product design and rollout decisions.
  • Collaborate with filing operations to ensure regulatory submissions align with approved pricing, plan design, and system configuration.
  • Serve as an internal subject matter expert on product filing legal issues, reducing reliance on external legal escalation.
  • Contribute to the evolution of the filing function from a reactive support model to a strategic enabler of compliant growth.

Core Competencies:

  • Advanced knowledge of insurance statutes, regulations, and regulatory filing requirements across multiple states.
  • Strong regulatory legal analysis skills, including the ability to interpret ambiguous or conflicting statutory guidance.
  • Ability to translate complex legal and regulatory requirements into practical, businessready guidance.
  • Experience supporting insurance product design, pricing, and filing strategy in regulated environments.
  • Familiarity with Employee Benefits products, with working knowledge of Protection and Retirement lines.
  • Proficiency with regulatory filing systems, including the System for Electronic Rate and Form Filing (SERFF) and IFILE.
  • Strong judgment and risk assessment capabilities in product filing and regulatory interpretation contexts.
  • Effective written and verbal communication skills, including the ability to influence crossfunctional stakeholders.
  • Strategic mindset with a focus on enabling compliant growth and speed to market.
  • Ability to manage ambiguity across varying state requirements and evolving regulatory landscapes.

Minimum Requirements:


  • Juris Doctorate (JD) degree from an accredited law school.


  • Minimum of 8 years of legal or regulatory experience interpreting insurance statutes, regulations, and filing requirements across multiple states.


  • Demonstrated experience providing legal or regulatory guidance in complex, highly regulated environments.


  • Experience supporting insurance product filings, particularly within Employee Benefits, Life, Disability, or related product lines.


  • Experience working crossfunctionally with Product, Actuarial, Compliance, and Operations teams.


  • Strong ability to apply sound legal judgment to complex product filing and regulatory interpretation issues.


Preferred Qualfications:

  • Experience leading or influencing filing strategy for multistate insurance products.
  • Familiarity with state insurance department interactions, including filing objections and negotiations.
  • Prior experience serving as an internal regulatory or legal subject matter expert for product filings.
  • Ability to support enterpriselevel risk considerations and precedentsetting regulatory issues.
  • Experience contributing to process improvement or functional transformation initiatives within filing or compliance organizations.

Protective's targeted salary range for this position is $99,500 to $140,000. Actual salaries may vary depending on factors, including but not limited to, job location, skills, and experience. The range listed is just one component of Protective's total compensation package for employees. This position also offers additional incentive opportunities through an annual incentive based on individual and Company performance.
