THE POSITION

If you answered yes, the Pennsylvania Department of Transportation's (PennDOT) Bureau of Planning and Research is seeking an experienced and dedicated Transportation Planning Specialist Supervisor to play a key role in the Commonwealth's transportation goals and wants to hear from you!


DESCRIPTION OF WORK

As a Transportation Planning Specialist Supervisor, you will work in the Transportation Planning Division within the Traffic Support Sections Field Operations Unit to provide project management and over site of annual Engineering & Construction Management System (ECMS) permanent traffic site projects. Management functions may include participating in preliminary site meetings with contractors, developing project schedules and personnel schedules, scheduling site reviews, verifying project completion, and initiating project site activities for payment.


In addition, you will supervise Transportation Planning Specialists (TPS) that provide analytical and technical assistance for the collection of traffic information. You will supervise TPS who are responsible for collecting portable traffic data and maintaining permanent traffic monitoring sites to provide traffic data used for and by multiple sources, including the Highway Performance Monitoring System (HPMS). You will also oversee asset management functions including the development of permanent traffic monitoring site maintenance or repair needs, and the development of work statements and specifications included in bid solicitation for various permanent traffic site projects.

You will be responsible for managing the development and maintenance of the Field Operations Management (FOM) of the Traffic Data Systems (TDS) portal that supports the efficient and accurate collection of traffic data for the Roadway Management System (RMS) and the Federal Highway Administration (FHWA) HPMS.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • State wide travel is required as needed.
  • Telework: You may have the opportunity to work from home (telework) part-time on an ad-hoc basis upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Transportation Planning Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of professional transportation planning or transportation programming experience, and a bachelor's degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, or geography; or
  • An equivalent combination of experience and training.
