Overview

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Project Engineer in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).



Essential Functions and Job Responsibilities

Organize, coordinate, and manage the efforts of a multi-discipline engineering team (including the supply chain) responsible for delivering assigned engineering scope required to meet project objectives. Maintains a close working relationship with Project Managers, Design Engineers, Support Engineers, Design Authorities, and Engineering Managers to ensure good engineering performance. May be assigned Design Authority (DA) and Buyer Technical Representative (BTR) duties.

Under minimal supervision:

    Act as the lead Project Engineer managing multi-discipline engineering aspects of several large and/or complex projects.
  • Represent the engineering function on design and construction projects and ensure appropriate representation of engineering functional support areas, in particular plant and system engineering and process engineering, in up-front project definition activities.
  • Act as Project Design Authority, developing design requirements including Modification Travelers, writing design statements of work (SOW), ensuring that documentation of the project specification, design basis, design criteria, and code of record are completed for each assigned project.
  • As the lead Project Engineer, accountable for design review strategies including the level of verification and validation necessary to underpin engineering solutions. This includes ensuring affected groups, e.g. Radiation Control, Industrial Safety, Engineering, etc., are included in all phases of project development, initiation through closeout. Ensure proper identification and implementation of engineering processes, procedures, standards, and codes to be used for the delivery of the project.
  • Lead the provision of engineering support during design, procurement, fabrication, construction, testing, and turn-over of projects. Ensure that products and completed construction services meet the requirements of the project specifications, technical documents, and statements of work.
  • Develop and maintain control of the engineering elements of the project execution baseline including scope, schedule, and budget. Manage engineering status including progress against schedules and cost position and implement recovery actions as required.
  • Ensure required and relevant project technical information is archived and the ownership transferred to operations and maintenance engineering entities at project turnover.


Minimum Requirements

  • BS Degree in an Engineering discipline from an accredited college or university and 12 years of related experience with at least 3 to 5 of the years leading related projects.


Desired Qualifications

  • 2- years' experience at Hazard Category 2/3 Nuclear facility or another nuclear site
  • Possess or have the ability to obtain Hanford Project Engineer Qualification within 6 months
  • Licensed Professional Engineer (PE)
  • Project Management Professional (PMP) Certification


Compensation

Grade 20: $131,888 - $166,263

Grade 21: $145,150 - $183,050

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
