Learning Standards Officer (LSO) On-Site Lead will oversee the quality of instruction and curriculum development and is responsible for the direct oversight of all contractor personnel and performance. Learning Standards Officer (LSO) / On-Site Lead shall serve as the primary interface with the Government and be on-site during normal working hours.

Duties & Responsibilities:

On-Site Lead Responsibilities:



  • Coordinate with the Contracting Officer (KO) and Contracting Officer's Representative (COR) to ensure all contract requirements and deliverables are met.
  • Managing all contractor personnel, including scheduling, performance monitoring, and ensuring all certifications and qualifications are maintained.
  • Providing logistical coordination for all training events, including travel arrangements and resource allocation.
  • Ensuring timely submission of all required reports, including Monthly Status Reports (MSRs) and end-of-course reports.
  • Correlating equipment requirements and identifying shortfalls to recommend additional equipment necessary to address training and mission needs.
  • Assisting in the development of training facilities and ranges to support MESTEU-2 training requirements.
  • Responsible for managing and overseeing the activities of all contractor personnel, as well as subcontractor efforts used in the performance of this effort. This include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements.


Learning Standards Officer (LSO) Responsibilities:



  • Learning Standards Officer (LSO) will evaluate training curricula, instructional methods, and trainee feedback to ensure compliance with Navy standards.
  • Develop and maintain testing procedures, assessment tools, and course materials.
  • Provide recommendations for curriculum revisions and updates to ensure training materials remain relevant and effective.
  • Training Program Management: Monitor and evaluate course delivery to ensure compliance with Navy training standards.
  • Oversee the NETC End-to-End (E2E) process to ensure alignment with Navy policies.
  • Collect and analyze training metrics to identify areas for improvement and recommend solutions.
  • Instructor Support: Develop and implement criteria for instructor certification, evaluation, and sustainment.
  • Conduct semiannual evaluations of instructors and annual evaluations of Master Training Specialists (MTS).
  • Ensure all instructors are qualified to teach in terms of instructional skills and technical proficiency.
  • Reporting: Submit periodic reports summarizing training program performance, including recommendations for improvement.
  • Provide end-of-course reports, lessons learned, and student critiques to the COR within five (5) business days of course completion.
  • The Learning Standards Officer (LSO) On-Site Lead shall support MESTEU-2's training and evaluation mission. This includes classroom instruction, practical exercises, curriculum development, logistical coordination, and assessment duties. Learning Standards Officer (LSO) On-Site Lead shall be trained, certified, and capable of performing tasks in high-risk environments.
  • Learning Standards Officer (LSO) On-Site Lead will support curriculum development and updates to ensure training materials remain relevant and effective.
  • Provide LSO support to maintain the quality of instruction and instructional materials.
  • Ensure compliance with applicable Navy instructions, including OPNAVINST 1500.75 (Series), NECCINST 1500.13 (Series), and MESTEUTWOINST 1500.5 (Series).
  • Coordinate closely with MESTEU-2 government personnel to ensure alignment with training objectives, curriculum standards, and assessment requirements.
  • Learning Standards Officer (LSO) / On-Site Lead will perform other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):



  • Must be able to qualify on the M240 Machine Gun, M2HB .50 cal Machine Gun, M203 Grenade Launcher, and other weapons systems as assigned.
  • Must complete knowledge and performance tests related to the course(s) assigned to teach.
  • Must be proficient in Microsoft Office applications, including Word, Excel, and
  • Must be capable of clearly writing and speaking in English.
  • Must adhere to and enforce all safety protocols and Navy policies, including those
  • governing high-risk training environments
  • Comprehensive understanding of the Navy Education and Training Command (NETC) End-to-End (E2E) process
  • Ability to evaluate and improve training curricula, instructional methods, and assessment tools.
  • Ability to analyze training metrics and provide data-driven recommendations for program improvement.
  • Ability to manage and oversee training program compliance with Navy standards and policies.
  • Ability to develop instructor certification and evaluation criteria.
  • Ability to communicate effectively in both written and verbal formats.
  • Ability to coordinate with government personnel and training staff to align training objectives and outcomes.
  • Must be able to qualify on the following weapons systems as required:

    • M240 Machine Gun.
    • M2HB .50 cal Machine Gun.
    • M203 Grenade Launcher.
    • Other weapons systems as assigned.


  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Ability to travel CONUS and OCONUS when required.


Minimum/General Experience:



  • Five (5) years of instructional experience, as evidenced by documentation such as DD-214, course certificates, or equivalent.
  • Prior experience in curriculum development, training program evaluation, and instructional systems design.
  • Must have prior experience in one or more of the following areas: USN Naval Coastal Warfare, Maritime Expeditionary Security, Riverine, Coast Riverine, or Special Operations.
  • Experience from tactical small arms weapons training schools (e.g., Blackwater, Mid-South Shooting Institute, Gryphon, SFAUC, or MCAUC) or equivalent schools will be considered.
  • Must have an honorable discharge from active-duty military service with a favorable reenlistment code.
  • Must have recent (within three years) weapons qualifications for the M9/M18 Pistol (or replacement), M4/M16 Rifle, and M500 Shotgun
  • Must be a graduate of a certified Navy Instructor Training Course (e.g., NEC 9502, 9501, or 9518) or a civilian/commercial equivalent course certified as JIT/NITC equivalency by the Center for Professional Development.
  • Must possess a Navy Master Training Specialist (MTS) certification or a civilian industry standard equivalent.
  • Must complete Core Unique Instructor Training (CUIT) and the Instructor Certification and Qualification Program (ICQP) prior to the performance start date.
  • Must complete command and course indoctrination, high-risk screenings, and CPR/AED/First Aid certifications.
  • Must be a qualified Range Safety Officer (RSO) or possess a civilian industry standard equivalent for small arms and crew-served weapons (CSW) static and dynamic live-fire ranges.
  • Must have recent (within three years) weapons qualifications for:

    • M9/M18 Pistol or designated replacement.
    • M4/M16 (or variants) Rifle.
    • M500 Shotgun.




Minimum Education:



  • High School Diploma, or equivalent
