POSITION
The Vice President oversees the management, and implementation of capital projects across the Johns Hopkins Health System (JHHS), the Johns Hopkins University School of Medicine (JHU SOM) and JHMI Utilities LLC. This role is responsible for capital delivery-from initial estimating through construction and occupancy-ensuring projects are delivered safely, efficiently, and in alignment with JHHS goals for cost, quality, and schedule performance. In addition to capital projects, the Vice President also oversees routine projects, including projects implemented by in-house construction. The Vice President will lead complex healthcare and research capital programs, managing a dynamic portfolio of approximately $1 billion in annual capital investment that includes major hospital construction, advanced research laboratories, ambulatory care facilities, infrastructure modernization initiatives, and numerous renovation and equipment installation projects. The Vice President will have responsibilities for projects across multiple campus and geographic regions, including the East Baltimore medical campus, Johns Hopkins Bayview Medical Center, hospitals in the National Capital Region, and Johns Hopkins All Children's Hospital in Florida. This role requires collaboration with the VPs of Planning & Design and Facilities Management, strong portfolio management and the ability to lead capital delivery across distributed teams while maintaining consistent standards for quality, cost control, and schedule performance. The ability to build trusted relationships, communicate effectively with both technical and non-technical audiences, and balance competing priorities is critical. The successful candidate will demonstrate strong emotional intelligence, political awareness, and leadership presence, enabling them to operate effectively within a high-performing academic environment where priorities shift quickly.
REPORTING RELATIONSHIP:

CORE POSITION OBJECTIVES:
- Establish and maintain an effective organizational structure, processes, procedures, and controls to deliver highly professional project management services and meet organizational demands.
- Lead and manage the Capital Project Management and Capital Finance teams, in-house construction group and external consultants.
- Demonstrate and foster deep respect for design and engineering operations.
- Leads Capital Project Management and Capital Finance teams to ensure its culture consistently reflects a collaborative approach.
- Build and maintain a highly functional team.
- Ensure thorough project due diligence, including timely and well-informed preconstruction cost estimates.
- Deliver capital projects on or under budget, meeting or exceeding established quality standards and schedule expectations.
- Facilitate clear, timely communication among all project stakeholders throughout the project lifecycle.
- Integrate diverse perspectives and resolve competing priorities to ensure successful project development, coordination, and implementation.
- Prepare and maintain key project documentation, including schedules, cash flow projections, and status reports for all capital projects.
- Maintain project databases and historical records to support conceptual estimating and future planning.
- Maintain and regularly update a master listing of active projects, including progress updates and milestone tracking.
- Provide leadership, mentorship, and professional development to staff.
- Collaborate with the Vice President, Planning & Design to resolve design issues and scope conflicts.
- Collaborate with the Vice President, Facilities Management to support on-going operations, including coordination of shutdowns and any disruptions to daily activities.
- Consult with the Senior Vice President on complex issues, communications (internal and external), critical decisions, and developments affecting project goals.
- Exercise sound judgment, initiative, and diplomacy in resolving project and team conflicts.
- Clearly communicate project objectives and expectations to project teams.
- Handle sensitive personnel matters with discretion and maintain appropriate confidentiality.
QUALIFICATIONS:
- Bachelor of Science Degree in Mechanical, Electrical, Civil Engineering, Architecture, Construction Management, or equivalent progressive experience in the design/management of major capital projects. Master's degree preferred.
- 15 or more years in healthcare facilities including 10 or more years related work experience in the management of large, highly complex healthcare/academic medical center and laboratory research projects.
- A high level of analytical ability is necessary to resolve complex technical problems, analyze project logistics required to direct work in a large and complex organization.
- Extensive knowledge of building healthcare facilities and related safety and regulatory requirements, especially - NFPA Life Safety Code, Building Codes, The Joint Commission, Facility Guidelines Code and AAALAC - Guide for Care and Use of Laboratory Animals.
- Extensive knowledge of contracting practice and language, as well as construction and maintenance terminology and services.
- Knowledge of Federal, State, and local regulations and codes.
- Highly proficient in computer applications including Windows, PM Web, departmental e-mail, word processing, and spreadsheet.
- Knowledge of GAAP.
- Knowledge of applicable personnel policies and procedures.
- Ability to integrate with multiple teams, seamlessly moving from problem to problem remaining organized, prepared, and able to execute tasks assigned in a timely manner.
Salary Range: Minimum $/visit - Maximum $/visit. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility. In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls, before any subsequent compensation discussion is held between the candidate and any hiring authority.
