SUMMARY:

The UXOSO will be responsible for management and implementation of the site safety and health program for the Source Response at Joint Base Cape Cod in Barnstable County, MA.

This hourly position pays $54.53 per hour base salary plus $5.09 per hour health and welfare (H&W) benefits. Please note H&W benefits are paid for a maximum of 40 hours per week. A typical work week is expected to consist of four 10-hour workdays Monday through Thursday with the potential for 10 hours of overtime per week paid at a rate of 1.5 times base hourly pay. Travel expenses for mobilization/demobilization include mileage/airfare from your home of record to the project site and back to your home of record upon completion of the assignment. A budget of up to 8-hours each way has been allocated for travel time. Meal and lodging per diem rates are $223 per day ($200 on the first day of travel and $69 on the last day of travel).

DUTIES AND RESPONSIBILITIES:



  • Participates, develops and implements training of employees on safety policies, procedures, regulations in accordance with the approved Safety and Health Plans;
  • Identify, classify and understand hazards related to specific types of munitions categorized as material potentially presenting an explosive hazard (MPPEH) including munitions and explosives of concern (MEC) and UXO items;
  • In collaboration with the SUXOS make the determination MPPEH items are acceptable to move or must be blown in place;
  • Move or consolidate MPPEH items that have been determined acceptable to move;
  • Provide safety oversight of demolition operations including the preparation of firing systems and shot setup;
  • Understand and establish various exclusion zones including parameters such as team separation distances, fragmentation distances, protective works and equipment used within the exclusion zone are operated in compliance with applicable DoD policy, Department of Defense Explosives Safety Board (DDESB) approvals, and federal, state, and local health and safety statutes, regulations and codes;
  • Responsible for identifying hazardous workplace conditions and ensure compliance with all site-specific explosive operations safety requirements;
  • Ensures compliance with all applicable federal and state health and safety regulations and ensures necessary records are maintained and prepared according to established guidelines;
  • Identify, document, report and ensure completion of all safety related corrective actions to ensure all explosive operations comply with requirements; and
  • Performs other related duties as assigned by management.


SUPERVISORY RESPONSIBILITIES:



  • Indirectly supervises employees;
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; and
  • Responsibilities include addressing complaints and resolving problems.


QUALIFICATIONS:



  • Graduate of Naval School Explosive Ordnance Disposal (NAVSCOLEOD) or approved UXO training course;
  • Qualified as UXOSO in accordance with the most recent version of DDESB TP-18;
  • Ten year's experience with two years of MEC supervisory experience;
  • 40-Hour HAZWOPER certification and current refresher IAW 29 CFR 1910.120;
  • 8-Hour Supervisor certification;
  • Successful completion of OSHA 30-Hour Construction Safety Course;
  • Current medical clearance;
  • Qualified American Red Cross or American Heart Association First Aid and CPR;
  • Anti-Terrorism Level 1 Training; Operational Security Training and have the ability to pass a background check;
  • Intermediate user level of computer systems; Microsoft office software (word, excel, outlook), inventory databases, and documentation control systems; and
  • Valid Driver License.

  • While performing the duties of this job, the noise level in the work environment is usually moderate; and
  • Specific vision abilities required by this job include: Close vision; Distance vision; Color vision; Peripheral vision; Depth perception and ability to adjust focus.
