Role summary



  • Lead capacity planning and optimization for Azure services supporting a highly regulated, high-impact cloud program.
  • Ensure resilient headroom across compute, storage, network, and platform services, with strong documentation/evidence for compliance.
  • Partner closely with SRE and engineering teams to operationalize autoscaling, performance baselines, and governed change control.


What you'll do



  • Own the capacity management operating model (planning, modeling, forecasting, monitoring, tuning, governance).
  • Build and maintain capacity models for key Azure services (AKS/VM scale sets/App Service, databases, storage, messaging, networking, Key Vault/HSM).
  • Define buffer standards (headroom %, N+1/N+2 where appropriate, runway-in-weeks) and validate against demand, failover, and maintenance scenarios.
  • Implement and tune autoscaling strategies with guardrails (quotas/limits, throttling) using SLI/SLO-based triggers (latency, error rate, saturation).
  • Analyze utilization/performance trends and translate insights into actions (tuning, architectural changes, reservations/savings plans, cost optimization).
  • Forecast demand from roadmaps/release plans; translate forecasts into capacity plans with lead times and runway targets.
  • Participate in change governance (CAB) as the capacity representative; ensure capacity/security impacts are documented for gated approvals.
  • Create and maintain compliance evidence (control narratives, continuous monitoring artifacts, POA&M support as applicable).
  • Enforce U.S.-only region and data residency constraints (processing, storage, logging, backups, DR, and support operations).
  • Validate DR/failover capacity (warm/cold/hot) so disaster events can be supported without degrading steady-state performance.
  • Define and publish KPIs/reporting: utilization, saturation, headroom %, runway weeks, scaling efficacy, quota consumption, DR readiness, and cost-to-performance efficiency.


Required experience



  • 10-12+ years in infrastructure capacity / performance engineering across compute, storage, network, and platform services.
  • Experience working in regulated environments and producing audit-ready documentation (FedRAMP High familiarity a plus).
  • Strong analytical and communication skills (turn telemetry into clear decisions and stakeholder-ready reporting).
  • Strong change/config management discipline; comfortable coordinating across engineering, operations, and finance.
  • Solid Azure knowledge (identity, networking, policies, RBAC, SQL/storage, etc.).


Technical skills (desired)



  • Azure Monitor, Log Analytics, Metrics, Advisor, Cost Management, reservations/savings plans, quotas/limits.
  • Scaling and performance engineering: AKS/VMSS/App Service, autoscaling policies, k6/JMeter, Prometheus/Grafana.
  • Storage/database performance planning: IOPS/throughput, tiering, indexing, connection management.
  • Networking/security capacity planning: Azure Firewall, NSGs, private endpoints, Bastion; throughput/latency planning.
  • Key management/crypto services: Key Vault, managed HSM; key lifecycle capacity considerations.
  • IaC/config management: Terraform/Bicep/ARM; CI/CD with gated approvals.
  • Governance: Azure Policy/initiatives for configuration baselines and region restrictions; evidence artifact production.
