The Program Manager Lead holds a critical role in overseeing the comprehensive Washington Metropolitan Area Transit Authority (WMATA) Infrastructure LMR System. This position encompasses a wide range of responsibilities, including but not limited to managing program personnel and support staff, collaborating with Motorola Sales team members, handling pre and post-sale opportunities and proposals, overseeing and managing the program budget and costs, and providing leadership and direction to Engineers, System Managers, Technologists, Cybersecurity Leads, Customer Service Managers, Quality Managers, Safety Managers, and Configuration Management personnel.

The Program Manager also plays a vital role in ensuring adherence to WMATA change management processes, overseeing Project Managers and customer projects, coordinating with administrative personnel, and effectively communicating and coordinating with customers, partners, subcontractors, the WMATA project teams, as well as, internal Motorola personnel and leadership. Serving as the primary point of contact for the WMATA system and the supporting MSI PMO, this position requires a high level of professional experience in executive management, managing large enterprise IT systems, and working with substantial agencies or organizations.

Key skills for success in this role include excellent planning capabilities, prioritization of tasks and responsibilities, adept delegation, exceptional interpersonal communication skills, and proficiency in various other areas. This position requires the ability to maintain professionalism under pressure.

The Program Manager's contributions are instrumental in the successful implementation and management of the WMATA LMR ASTRO System, ensuring efficient operations and effective collaboration across all stakeholders.

This senior leadership position holds comprehensive oversight and strategic responsibility for all contractual agreements and operational engagements between Motorola Solutions and the United States Secret Service. The role is critical in ensuring the seamless delivery of mission-critical communication solutions and services to a pivotal federal agency.

The Program Manager must be driven and a strategic leader with 10+ years of experience leading large, complex teams and projects. Proven ability to manage personnel, cultivate positive customer relationships, and administer budgets effectively. Exceptional communication, problem-solving, and risk management skills are essential, as is the ability to build high-performing teams and deliver results-oriented leadership. Strong data analysis skills are crucial for measuring team performance and achieving customer goals.

  • This Program Manager Lead position is responsible for the management, oversight and overall administration of the ASTRO System which supports the WMATA LMR system.
  • Responsibilities include personnel management, budgeting and budget administration, business operations, daily communications both internal within Motorola Solutions, Motorola partners, subcontractors, the WMATA and other external customers.
  • Manage supply chain and logistics, strategic planning, customer service, contract management.
  • Development of contractual response documents, other written reports, briefings and presentations, attending all internal and external meetings and overall responsibility for every aspect of program management, contract management, and meeting all internal and external goals and milestones for the program and project management organization.
  • Deliver executive experience with written communications, reports, briefings, creating and maintaining appropriate documentation, problem identification, analysis and resolutions, excellent multi-tasking skills, risk registries and mitigation plan development, action item trackers, business operations planning and administration
  • Responsible for approval of all schedules, budgets, invoicing, documents, personnel, directing all work, tasks, contract compliance, ATP's, equipment ordering and manufacturing, overseeing project managers and successful management and conclusion of all projects. Responsible for converting all projects to full time sustainment support under this program after project completion.
  • Ensure that the program strategic plan and goals support and adhere to Motorola strategic goals and objectives, ensure these are clearly communicated to all team members and the program supports these goals and objectives to achieve organizational success.
  • Work and coordinate daily with Sales to coordinate tasks, responses and strategic direction for the program, as well as, identifying sales opportunities.
  • Participate in proposals for WMATA projects, ensuring consistent customer pricing, identifying risks, ensuring all contract requirements are met within the proposal, including approvals, documentation, Quality Assurance , Information Assurance requirements, engineering design, schedules, resources, and ultimately approving the proposal before it goes to the customer.
  • Participating in any Engineering Change Board Processes, including submitting all change requests, other required documentation and artifacts, following established procedures, developing and submitting schedules, topography and providing detailed information on system changes.
  • Responsible for daily, weekly and monthly administrative tasks, reviews and approvals.Identifying the criticality of open issues and tasks and directing managers and resources to efficiently and effectively resolve daily issues and problems.
  • Ensure contractual compliance through auditing, setting KPI's, regular requirements reviews
  • Attend and manage all daily and weekly customer related calls as well as the review and approval of all meeting notes.

Candidate Requirements:

  • Education: A four-year degree is required, preferably in a technical field, management, or leadership. Relevant experience may be substituted for the degree.
  • Management & Leadership: 15 years of proven management and leadership experience in leading large systems, technical, service delivery, or operational teams, with a demonstrable track record of successful outcomes.
  • Personnel Management: 15 years of experience managing personnel, including hiring, firing, employee evaluations, discipline, coaching, and mentoring.
  • Customer Relations: 15 years of experience in positive customer relations and/or account management, with demonstrable examples of high customer satisfaction ratings based on performance and service delivery.
  • Financial & Budget Management: 15 years of experience in preparing, administering, and accurately forecasting budgets. Must demonstrate the ability to accurately hit financial milestones, manage project costs, and meet quarterly and annual financial targets and goals.
  • Project Management: 15 years of project management experience on large, complex projects, including the development of schedules, plans, financial planning, and risk mitigation. Experience must include developing related artifacts such as implementation plans and resource planning. PMP certification is preferred.
  • Strategic Planning: 15 years of experience in strategic planning, goal setting, managing, tracking, and leading teams to achieve organizational goals.

  • Data Analysis: The ability to identify, gather, apply, and use data to measure the performance of the team and customer goals over time.
