Overview

The specialist has knowledge in the HR Field that is used to practice independent judgment and discretion to support internal customer groups. This role provides advice and counsel on Human Resource related areas such as employee relations, labor relations, contract administration, staffing, wage and salary administration, employee benefits, employee service programs, record maintenance, performance management, and HR policies. The specialist acts as a subject matter expert in Tier 2 of the HR Service Delivery Model.

Responsibilities

Core Responsibilities
  • Respond to employees with individual questions regarding Human Resource matters. Complex questions may require collaboration with other departments or escalation to a subject matter expert.
  • Demonstrate a friendly and professional demeanor, exhibiting positivity and confidence when interacting with employees.
  • Provide consistent advice on Human Resource Policies, Procedures & Practices (PPP), and other Company policies.
  • Advise employees on compliance with corporate drug and alcohol testing programs, controlling lost time, accurately reporting excused time, NYS leave, FMLA and NYESSTA laws, FLSA, Human Resource PPPs, Company policies, and HR information systems.
  • Educate employees on self service functions in HR information systems and administration of collective bargaining contracts.
  • Participate in the reasonable accommodation process by assisting managers with interactive conversations.
  • Provide advice on the preparation of performance evaluations for both union and management employees.
  • Provide advice on merit/variable salary guidelines for management employees, and progression/general/merit wage increases and productivity incentives for union employees.
  • Respond to employee disputes over wage recovery from employee pay checks.
  • Respond to subpoenas for records maintained by Payroll and Human Resources.
  • Review disciplinary records of former employees to determine if they are eligible for rehire.
  • Review disciplinary records of current employees to determine eligibility for awards.
  • Respond to questionnaires from NYS Unemployment Insurance Board regarding former employees.

Qualifications

Required Education/Experience

  • Bachelor's Degree and 3 years of relevant full time work experience or
  • Bachelor's Degree and 3 years of full-time work experience as a supervisor of unionized employees for Con Edison Company of New York or Orange and Rockland Utility

Relevant Work Experience

  • 3 to 5 years experience using HR information systems, required.
  • 3 to 5 years of experience supervising unionized employees at CECONY or O&R; alternatively 3-5 years of experience in Human Resources, required.
  • Experience using Oracle HCM Cloud in a large organization, preferred.
  • Experience with a unionized workforce, preferred.
  • Experience with utility industry, preferred.
  • Prior supervisory experience, preferred.

Skills and Abilities

  • Possesses a high degree of initiative
  • Well organized, detail oriented and flexible to handle multiple assignments
  • Strong written and verbal communication skills
  • Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
  • Quickly troubleshoots and resolves problems
  • Performs work independently with minimal supervision
  • Demonstrates a high commitment to quality
  • Demonstrated ability to maintain confidential information

Licenses and Certifications

  • Driver's License Required
  • Other: Society of Human Resources Management Certified Professional or Senior Certified Professional Upon Hire Preferred or
  • Other: HRCI Certified Upon Hire Preferred

Physical Demands

  • Ability to push, pull, and lift up to 25 pounds
  • Sit or stand to answer a phone for the duration of the workday
  • Sit or stand to use a keyboard, mouse, and computer for the duration of the workday
  • Ability to read small print and symbols

Additional Physical Demands

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able to travel to various Company locations in NYC, Westchester, and Rockland Counties either by car or mass transit.
