Senior NC3 Analyst - OPNAV N2/N6

Synchron is seeking qualified candidates to support NC3 within the Information Warfare division of OPNAV N2/N6. OPNAV N2/N6 is the Navy's primary office for resourcing such capabilities as intelligence, cyber warfare, command and control, electronic warfare, battle management, oceanography and meteorology amongst others. Its mission is to provide end-to-end accountability for Navy information requirements, investments, capabilities and forces. The DCNO is also tasked with directing the efforts of military and civilian professionals that make up the Information Warfare division and supply warfare commanders with Assured Command and Control, Battlespace Awareness, and Integrated Fires.

Responsibilities
  • As the subject matter expert on NC3 space and terrestrial transport systems, provide technical expertise support to the Government by accomplishing the following: drafting, reviewing, and staffing recommended Navy plans, instructions, data calls, strategies, concept papers and requirements documents related to Nova; NC3 Modernized Hybrid Solution (NMHS); Navy NC3 cybersecurity, to include defensive cyber operations and network monitoring; Continued Evaluation Program (CEP); and other current and future systems and efforts. Support with the coordination of external review of Navy programs that support NC3 mission.
  • In the event a new program is formed, transferred into the portfolio, or an aforementioned program or process is replaced due to modernization or other reasons, support that program following the same guidelines and requirements as laid out above.
  • Aid Requirements Officers in coordinating with internal and external stakeholder by: reviewing queries and responding to tasks and queries using appropriate Navy tasker systems (ex. ETMS/TMT) or email, to include tracking issues and / or concerns, preparing draft responses in the form of clear and concise responses, briefs, point papers, emails, and memos, and ensure completion by due date.
  • Support Requirements Officers in the development, review, and staffing of issue papers, point papers, white papers, reclamas, policy positions, and briefs in support of all Requirements Support tasks, all PPBE Support tasks, and requests related to assigned programs and projects. Submit products, monitor submission status, provide updates, and progress through the approval chain until complete.
  • Coordinate with appropriate stakeholders to capture, evaluation, and report all required process metrics in support of DoD, DoN, and applicable governance policies and directives.
  • Provide compliance monitoring, tracking, and support services to help ensure all DoD, DoN, and applicable governance, policies, directives and process are being enforced.
  • Review all DoD, DoN, and applicable policies and processes for applicability. Prepare impact assessments and recommended changes and / or additions as appropriate to ensure enforcement is achievable, effective, and meaningful.

Senior Analyst Education and Experience Requirements:
  • Minimum Experience Required: 10 years' overall experience (Active/ Guard/Reserve Duty, United States Government (USG) Civilian, or Defense Contractor) with at least 2 years of service at a high level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, Agency or Intel Community (IC) Staff in Tactical Networks and Communication, Command, and Control (C3) programs, and projects.
  • Working knowledge of all of the following financial and IT systems databases: RAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS.
  • Comprehensive level of historical cost / budgeting knowledge of and experience working within and across the entire Tactical Networks and Communication, Command, and Control (C3) portfolio. Experience with other programs, projects, and initiatives may also become necessary, but can be learned as needed.
