Description

The Business Process Engineer - Senior supports the SEC ISS contract by leading process analysis and optimization efforts that improve service quality, operational efficiency, and governance outcomes across OIT service areas. This role drives standardized, ITIL-aligned process design and ensures workflows are documented, measurable, and continuously improved to meet contract performance expectations. The position partners with federal stakeholders and technical teams to convert business requirements into implementable process and ITSM solutions. The role also strengthens audit readiness and service-level performance through disciplined process governance, change control, and data-driven reporting.

PRIMARY RESPONSIBILITIES

Process Analysis and Optimization


  • Lead end-to-end analysis, design, and optimization of complex cross-functional business processes supporting SEC ISS services.

  • Assess current-state workflows,identifybottlenecksand control gaps, and implement improved future-state processes.

  • Translate business and operational requirements into implementable process designs, including workflow automation opportunities.

  • Align process improvements with SEC priorities, contract requirements, and enterprise service deliveryobjectives.



Governance, ITIL, and Compliance


  • Establishand maintain ITIL-aligned process governance for incident, request, problem, change, and knowledge management.

  • Define and enforce process controls, decision gates, and approval flows to align with SEC change-control expectations.

  • Oversee compliance and audit activities bymaintainingprocess evidence, SOP artifacts, and remediation tracking.

  • Track and report process-related issues, risks, and performance deficiencies on an agreed governance cadence.



Service Management Reporting and Documentation


  • Develop andmaintainprocess documentation, including SOPs, runbooks/playbooks, workflow maps, and standards.

  • Define SLA/KPI measurement approaches and support dashboard-based performance reporting and recurring deliverables.

  • Use ticketing and operational data to perform root-cause analysis and drive lessons-learned updates to processes.

  • Ensure process and knowledge artifacts are version-controlled, accessible, and aligned with organizational standards.



Stakeholder Engagement, Adoption, and Mentorship


  • Collaborate with SEC stakeholders, service owners, and technical teams to implement approved process improvements.

  • Lead change management activities, including communications, training, and adoption strategies for updated workflows.

  • Provide mentorship and quality oversight to junior process engineers and team members.

  • Present recommendations, progress, and improvement roadmaps to leadership and governance forums.



REQUIRED QUALIFICATIONS


  • This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract.

  • Bachelor's degree in a relevant field (e.g., Information Technology, Computer Science, Engineering). In lieu of degree, additional experience may be required.

  • Ability to obtain and maintain SEC Public Trust.

  • 4+ years of experience in business process analysis, design, and optimization within enterprise or federal IT environments.

  • Strong experience applying ITIL frameworks, process governance, and workflow automation practices.

  • Experience collaborating with business and technical stakeholders to translate requirements into technical and operational solutions.

  • Matrix-required: ITIL frameworks, process governance, and workflow automation practices.

  • Matrix-required: ServiceNow or similar IT Service Management (ITSM) platforms.

  • Operational context: Process modeling and documentation (SOPs, workflow maps, and standards).

  • Operational context: Compliance support and audit-readiness process documentation.

  • Operational context: Performance analysis and reporting to drive continuous process improvement.



PREFERRED QUALIFICATIONS


  • Experience supporting SEC or similarly regulated federal IT environments.

  • Hands-on experienceoptimizingServiceNow workflows and platform governance controls.

  • Demonstratedsuccess applying structured process-improvement methods to IT operations.

  • Experienceoperatingwithin formal governance and change-control boards in multi-vendor environments.

  • Advanced process or ITSM certifications (e.g., ITIL 4 Managing Professional, ServiceNow implementation credential).

  • ITIL 4 Foundation (or higher).

  • ServiceNow Certified System Administrator.
