Introduction

The Finance Team within the Department of Housing and Community Development is seeking a full-time regular Accountant with strong analytical skills to fill the Finance Specialist position at our Loudoun County Office of Housing located at 106 Catoctin Circle SE in Leesburg, VA. The Finance Specialist will support activities in Finance, Accounting, Grants, Audits and Loan compliance for multiple Federal, State and locally funded housing programs.


Job Summary

This position will be supporting various financial and accounting related responsibilities to include but not limited to:

  • Working with grants, awards, coordinating and providing support for necessary journal entries with Department of Finance and Budget.
  • Preparing budget adjustments.
  • Preparing various reconciliations to the general ledger in accordance with GAAP.
  • Accounts payable.
  • Accounts receivable.
  • Purchase requisitions.
  • Researching and resolving accounting and financial issues.
  • Preparing audit ready work papers.
  • Preparing loan payments for Down Payment Closing Cost programs and Public Employee Grant program.
  • Assisting with REAC (Real Estate Assessment Center).
  • Participating in the year-end close process.
  • Ensuring compliance with federal and state funding regulations.
  • Providing back up support for Housing Choice Voucher program.
  • Coordinating with program managers.
  • Acting as additional escrow agent.
  • Providing back-up support to other team members as needed.
  • May perform other essential job functions specific to the position and department assignment.
The ideal candidate must possess strong financial, analytical and organizational skills, be detail oriented and provide excellent customer service to staff, landlords, and clients. Must have thorough knowledge of GAAP based accounting requirements and Excel.

Hiring salary is commensurate with experience.

Minimum Qualifications

Position requires any combination of education and experience equivalent to a bachelor's degree in Accounting or related field and a minimum of two (2) years of related work experience in accounting, preferably in a government accounting setting.

Prior experience preparing reconciliations, audit work papers, working with a major ERP system such as Oracle, Deltek, or SAP and contributions working on individual or team projects is preferred. Familiarity with Section 8 Housing Choice Voucher Program desired.
