Position Location
This position will be located onsite in Gadsden, TN.
Responsibilities
Essential Job Duties:
- Hires, trains, supervises, and evaluates finance staff.
- Maintains internal controls to ensure the integrity of the accounting system and to safeguard government and corporate assets.
- Utilizes the computerized accounting system to account for all expenditures in accordance with government and corporate guidelines.
- Reviews job cost reports monthly and ensures proper classification of expenses per Job Corps PRH and contract proposal.
- Prepares financial forecasts and analysis to provide information to the Center Director and management team so they can make programmatic decisions.
- Plans and coordinates the timely and accurate preparation of weekly, monthly, quarterly, and annual reports required by the Center Director, Department of Labor, and the corporate office (i.e. 2110 and 2181).
- Prepares annual operating and capital budgets for the Center and Outreach/Admissions Office.
- Prepares monthly departmental budget reports for Center Management staff so they can effectively manage their program areas.
- Train management staff on the budgeting process; and how to use their budget reports.
- Prepares financial information for required periodic audits.
- Coordinates annual fiscal year end assignments.
- Work with the human resource manager to develop and maintain the Center's employee appraisal system in regards to the allocation of merit increase funds.
- On a daily basis, authorize program expenditures and ensure that expenditures are within budgeted limits.
- Oversee procurement function to ensure compliance with the FAR, PRH, Chugach procurement regulations and Center operating procedures.
- Review, report and process accident/injury reports for staff and student job related injuries. Identify unsafe practices and develop corrective measures to minimize risk and lost time accidents in accordance with corporate, government and Job Corps regulations
Maintain accountability of students and property; adhere to safety practices. - Cultivate and maintain a climate on Center which is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.
- Promote student attainment of career success standards through modeling appropriate skills, mentoring students, monitoring skill acquisition and intervening when inappropriate behavior is observed.
- Work in a constant state of alertness and in a safe manner.
- Perform all other duties as requested.
Job Requirements
Mandatory:
- Bachelor's degree in Business Administration or Accounting with four (4) years related work experience, two (2) of which must be in a supervisory capacity.
- Eight (8) years of relevant accounting experience, two (2) years of which must be in a supervisory capacity can be substituted for the Bachelor's degree.
- Extensive knowledge of accounting processes to include payroll, accounts payable, general ledger, and job cost accounting.
- Proficiency with Microsoft Word, Excel, and Outlook at an intermediate level.
- Successfully pass background check and drug test required on the contract.
- Current, valid driver's license and an acceptable driving record.
Preferred:
- Prior experience with government contracts and the Federal Acquisition Regulation (FAR).
- Experience with Alaska Native Corporations.
