HR Administrative Specialist
Location: Monroe, Ohio
Employment Type: Full Time, Non-Exempt
Base Wage: $31.50 per hour
Fringe Wage: $5.50 per hour
Reporting Relationships
- Reports to: Director of Human Resources
- Works closely with: HR Business Partners, Payroll, Benefits Brokers, Managers, and Third-Party Administrators
- Supervisory Responsibilities: None
Overview
The role serves as the operational and administrative backbone of the Human Resources function for a mid-sized federal contractor with multiple project and contract locations. This role owns the integrity, consistency, and compliance of core HR processes across all sites.
This position is responsible for ensuring that HR systems, documentation, leave administration, onboarding workflows, and compliance tracking are accurate, audit-ready, and consistently executed. This role partners closely with HR Business Partners while maintaining clear ownership of HR infrastructure and process integrity.
This role does not conduct investigations, make disciplinary decisions, or provide employee relations counseling. Those responsibilities are owned by HR Business Partners. The focus of this position is operational execution, compliance oversight, documentation management, and HR systems administration.
Essential Functions
Leave Administration and Accommodation Coordination
- Own full lifecycle administration of FMLA, ADA, Workers' Compensation, and Short-Term Disability processes
- Determine eligibility, issue required notices, track certifications, and monitor leave usage
- Maintain accurate, confidential, and audit-ready leave records
- Coordinate communication between employees, managers, HRBPs, and third-party administrators
- Monitor compliance deadlines and proactively escalate issues
Benefits Administration Support - Process benefit enrollments and qualifying life events
- Support annual open enrollment planning and documentation
- Maintain accurate benefits records and assist with reconciliation
- Coordinate documentation with carriers and brokers
- Respond to routine benefits inquiries
HR Compliance and Documentation Ownership - Maintain personnel files in compliance with federal and state regulations
- Coordinate and monitor I-9 and E-Verify compliance tracking
- Prepare documentation for internal and external audits
- Support compliance activities related to federal contractor requirements, including documentation, record retention, audit preparation
- Maintain compliance logs and required reporting documentation
- Conduct routine file audits and coordinate corrections
HR Systems and Reporting - Maintain HRIS data accuracy across all sites
- Generate workforce reports including headcount, turnover, and compliance metrics
- Identify and resolve data discrepancies
- Support HR system updates and process improvements
- Maintain centralized documentation and tracking logs
Employee Support and Process Guidance - Serve as first point of contact for routine HR operational questions
- Provide guidance based on established policies and procedures
- Route employee relations matters to Director or HRBPs
- Document inquiries and actions for consistency and transparency
Other Duties
- Perform other related duties and special projects as assigned
- Provide administrative, operational, and project support to the Director of Human Resources and Chief Administrative Officer
Required Qualifications
- Bachelor's degree in Human Resources, Business, or related field, or equivalent experience
- Three to five years of progressive HR operations, benefits, leave administration, or HR compliance experience
- Direct experience administering FMLA, ADA, Workers' Compensation, and benefits processes
- Strong knowledge of employment compliance requirements
- Experience preparing documentation for audits
- HRIS proficiency and strong Excel skills
- Exceptional attention to detail and ability to manage high-volume work independently
- Ability to handle confidential information with professionalism
- Strong computer skills are required, including proficiency with Microsoft Outlook, Word, and Excel
- Candidate must be comfortable working in a technology-driven office environment and able to learn new systems quickly
Preferred Qualifications - Experience in a multi-location or federal contractor environment
- HR certification preferred
