Summary
Contingent Upon Award - The Onsite Project Manager will support a contract for consolidated operations, maintenance, and janitorial services at a new Federal building in Golden, CO. Janitorial services include custodial, waste management, and pest control activities for both the new building and an existing building. Prior to occupancy, the Project Manager will lead activities related to new building start up and commissioning, including, but not limited to, finalizing staffing plans, quality control plans, and preventive maintenance plans. The Project Manager has complete authority to act for the Contractor and will work onsite. The position works closely with the Chief Engineer/O&M Onsite Supervisor and Onsite Custodial Supervisor to provide exceptional leadership and customer service, as well as ensure compliance with safety and quality standards. If awarded, this project serves the U.S. Geological Survey.


Essential Duties and Responsibilities
  • Manages a consolidated operations, maintenance, and janitorial contract, including on-call responsibilities.
  • Performs project management functions including planning, directing, and budgeting for the assigned contract.
  • Performs administration functions, handling a variety of actions and problems relating to assigned contracts. May prepare and analyze reports as well as review billing procedures and contractual requirement submittals.
  • Monitors management plans designed to accomplish contractual objectives and provide direction and support to subcontractors, support staff, trades, and crafts.
  • Responsible for monitoring budgets on assigned contract.
  • May provide onsite management assistance with the coordination and negotiation of contract changes.
  • May prepare customer correspondence concerning contract commitments and modifications.
  • Responsible for keeping current on government regulations and commercial trends. Monitors contract compliance requirements to ensure compliance with Service Contract Act, Davis Bacon Act and other Federal regulations as required.
  • Responsible for safety of all personnel on job, including subcontractor-personnel, compliance with environment standards and quality of work performed.
  • Researches and addresses customer and employee complaints.
  • Participates in long range planning of facility maintenance activities.
  • Responsible for scheduling work to be performed.
  • Other duties as assigned.

Required Experience and Education
  • Minimum of at least five (5) years of experience in the last seven (7) years in the management and supervision of building mechanical maintenance operations for buildings of the approximate size (~209,000 gross sq. ft.), complexity (office space, laboratories, LEED, etc.), and characteristics (multiple stories, modern technology, etc.) of the buildings covered by the contract.
  • Minimum of two (2) years of Project Management experience for contracts related to commercial building operations and maintenance.
  • Experience leading, supervising, and organizing staff, to include, but not limited to, scheduling and managing work shifts. training employees, managing applicable HR functions.
  • Experience with new building start up and commissioning is highly desirable.
  • Experience with responsibilities that include but not limited to:
    • Using a Maximo-based FMMS and/or similar program.
    • Maintaining building automation control systems.
    • Performing scheduled and unscheduled maintenance and repair of equipment and systems.
    • Developing and implementing preventive maintenance, safety, and quality control plans.
    • Writing and analyzing reports.
    • Presenting information and responding to questions and concerns from managers, reports, and customers.

  • High School diploma or equivalent. Bachelor's degree a plus.
  • Must be fully conversant in English.
