POSITION PURPOSE:

The Proposal Production Specialist IV supports the development of high-quality, compliant, and visually compelling responses to Requests for Proposals (RFP), Requests for Information (RFI), Sources Sought, and other proposal materials. This role combines proposal coordination, graphic design, and technical editing to ensure proposal materials are accurate, well-organized, visually engaging, and delivered on schedule. Working under the guidance of a Proposal Manager, this position plays a key role in executing proposal assignments, developing content and graphics, and managing production details in a deadline-driven environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Proposal Coordination & Production Support
  • Support Proposal Managers in executing proposal activities and meeting submission deadlines
  • Analyze solicitations (RFPs, RFIs, Sources Sought) for formatting and content requirements
  • Develop and maintain proposal templates, outlines, and styles
  • Track amendments to solicitations and distribute updates to the proposal team
  • Maintain version control and organized file structures for all proposal materials
  • Coordinate logistics for meetings, reviews, and communications (e.g., Plan-of-the-Day, color team reviews)
  • Prepare and track Past Performance Questionnaires and supporting materials
  • Assist with proposal production, packaging, and delivery (electronic and/or print)
  • Maintain proposal files, records, and archived content for reuse
  • Content Development and Technical Editing
  • Write, edit, and tailor proposal content as assigned (e.g., resumes, past performance, management or technical sections)
  • Conduct interviews with subject matter experts to extract key insights, then translate and refine their input into clear, compelling, and compliant technical narratives aligned with proposal win themes and evaluation criteria.
  • Review, edit, and incorporate input from subject matter experts and teaming partners
  • Edit for grammar, clarity, tone, consistency, and readability
  • Ensure compliance with solicitation instructions (formatting, page limits, structure)
  • Standardize terminology, formatting, and voice across multiple contributors
  • Improve organization and flow of technical material to ensure clarity for evaluators
  • Develop and maintain reusable boilerplate content
  • Graphic Design and Document Layout
  • Design and develop proposal graphics (e.g., infographics, process flows, org charts, schedules, data visualizations)
  • Transform complex technical concepts into clear, visually effective imagery
  • Apply branding and style standards to proposal documents
  • Perform advanced document formatting in Word and/or InDesign
  • Ensure visual consistency, readability, and compliance across all proposal volumes
  • Create and maintain reusable templates, graphic libraries, and style assets
  • Support final production formatting and quality checks

ADDITIONAL DUTIES AND RESPONSIBILITIES:


  • Populate proposal library with final sections and graphics from proposals.
  • Assist with development and submittal of sources sought requests.
  • Attend group and company meetings.


MINIMUM QUALIFICATIONS:


Education and Experience:


  • Bachelor's degree in English, Communications, Graphic Design, Marketing, or related field (or equivalent experience)
  • 10+ years of proposal coordination, technical editing, graphic design, or related experience
  • Strong proficiency in:
  • Microsoft Office Suite (especially Word)
  • Adobe Creative Suite (InDesign, Illustrator; Photoshop)
  • Strong writing, editing, and proofreading skills

Skills and Abilities:


  • Excellent attention to detail
  • Ability to create clear, compelling graphics
  • Good judgement and decision-making.
  • Collaborates effectively with proposal managers, SMEs, and team members
  • Must be a self-starter with the ability to manage multiple priorities/tasks, and possess strong organizational skills.
  • Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines.
  • Understanding of, and experience with the Federal procurement process and regulations (e.g. FAR).
  • Possess strong time management and prioritization skills
  • Ability to support multiple proposals simultaneously.
  • Ability to work various schedules to meet deadlines, this may include nights, weekends, and holidays at times.

PREFERRED QUALIFICATIONS:


  • Experience supporting federal or A/E/C or professional services
  • Familiarity with Shipley or APMP proposal processes
  • Experience with resume and past performance development
  • Experience working in deadline-driven proposal environments.
