What You'll Do

The Development Senior Advisor position at Y-12 is responsible for the planning, managing, and integration of production operations in Development, including Plant Production Support, Campaign and Work for Others, and selected high visibility PDRD activities, to ensure efficient and timely completion. Represents the organizational unit as prime internal and external contact on operations and schedule deliverables. Conducts briefings and technical meetings for senior management and customer representatives. Is responsible to foster a constructive relationship with government oversight partners. Has experience with formal conduct of operations and is responsible for the proper execution of work in accordance with DOE expectations stated in rules, regulation and guidance with respect to hazard analysis and work controls. The Development Senior Advisor advises and assists the Development Manager in establishing and maintaining a healthy safety culture. Interacts with equivalent-level managers, project managers, and production integrators concerning matters of significance to completion of responsible deliverables.


The Senior Advisor, reporting to the Development Director, owns and executes initiatives associated with the implementation and improvement of Conduct of Operations in Development. In this role, the Senior Advisor leads the effort to educate and properly apply Conduct of Operations to Production, Production Support, and Research and Development activities, enabling safe and efficient operations. This position serves as a senior consultant to the Development Director and senior management concerning work control planning and execution and ensures the principle of Integrated Safety Management System and Integrated Safeguards and Security Management, Conduct of Operations, Conduct of Engineering, Records Management and Configuration Management requirements are implemented and employed for all activities


The Senior Advisor assists in serving as a spokesperson on Y-12's capabilities, future directions and opportunities, and plays a role in attracting new projects and mission by developing new, non-traditional customer bases. The Senior Advisor must be equipped to work across organizational lines to bring about a unified approach on Development activities at Y-12. The Senior Advisor will be responsible to the Director to work across Plant boundaries to achieve a seamless integration of CNS Development activities and work across NNSA boundaries to develop buy-in on activities, appropriate funding and market the relevance of Plant core skills with respect to the Complex. The Senior Advisor will work closely with Design Agency counterparts to collaborate on upcoming technology needs, and effectively steer "Campaign and Work for Others" activities that align well with the Plant core skills areas in a way that can attract and retain talent.


This position requires working knowledge of fundamental and theoretical engineering, scientific, and business disciplines as applied to a research and development environment; maintains successful interactions with equivalent-level and subordinate managers concerning matters of significance to the Company; ability to work with internal and external stakeholders; skilled in the impact analyses of mission changes on assigned programs, designs, and concepts; strong familiarity with Directorate technical missions and administrative initiatives;knowledgeable in budgeting, staffing and financial performance with input to the annual controlled baseline and other budget/financial tasks; demonstrated creativity and innovation. Demonstrated ability to clearly and effectively communicate through the oral and written word. Personnel performance evaluation input, including promotion recommendations

Minimum Job Requirements

  • Bachelor's degree in engineering/science/information technology discipline from an ABET Accredited program: Minimum 12 years of relevant experience.
  • Master's degree in engineering/science/information technology discipline from an ABET Accredited program: Minimum 10 years of relevant experience.
  • PhD in engineering/science/information technology from an ABET Accredited program: Minimum 7 years relevant experience.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.


This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
