PURPOSE OF THE ROLE
The Electrical & Instrumentation (E&I) Technical Services Manager is responsible for leading the delivery of electrical, instrumentation, and controls technical services and indirect construction support activities across capital projects in the energy, chemicals, and resources sectors. This role provides strategic and technical leadership to ensure engineering excellence, safe project execution, and the implementation of innovative and sustainable solutions that support Worley's commitment to delivering a more sustainable world. The position oversees the planning, coordination, and execution of E&I technical services, ensuring projects are delivered safely, on schedule, within budget, and in compliance with applicable codes, standards, and customer requirements. The role serves as a critical interface between engineering, construction, project management, and client teams to optimize project performance and drive continuous improvement.
KEY RESPONSIBILITIES
Leadership & Strategy
- Lead and manage electrical and instrumentation technical services and indirect support functions for multiple projects and programs.
- Develop and implement strategies that improve engineering execution, construction efficiency, and resource utilization.
- Support business development activities by providing technical expertise, estimating support, and strategic input during proposal development and project pursuits.
- Align departmental objectives with Worley's sustainability initiatives and digital transformation strategies.
Technical Management
- Provide technical oversight for all electrical and instrumentation engineering activities
- Ensure engineering deliverables comply with customer specifications, project requirements, and applicable industry standards, including NEC, NFPA, IEEE, ISA, and IEC standards.
- Review and approve engineering designs, calculations, specifications, equipment selections, and technical documentation.
- Provide technical guidance and resolution for complex engineering and construction issues.
Project Execution
- Coordinate E&I engineering and indirect support services from project initiation through commissioning and startup.
- Develop execution plans, staffing forecasts, and project schedules to support successful project delivery.
- Monitor project performance against safety, cost, quality, and schedule objectives.
- Lead constructability reviews and support field engineering activities during installation and commissioning.
- Manage engineering changes and ensure timely resolution of technical issues affecting project execution.
- Identify opportunities to improve productivity, reduce costs, and optimize project outcomes.
Resource & Team Management
- Lead, mentor, and develop E&I engineering and technical teams while promoting a culture of collaboration, accountability, and continuous learning.
- Oversee workforce planning, recruitment, and resource allocation to meet project demands.
- Establish performance expectations and support employee development through coaching and succession planning.
- Promote a strong safety culture and ensure compliance with company HSE policies and procedures.
Stakeholder Management
- Build and maintain strong relationships with clients, suppliers, contractors, and internal stakeholders.
- Serve as the primary point of contact for E&I technical matters.
- Facilitate communication and coordination between engineering, procurement, construction, commissioning, and project management teams.
- Support customer satisfaction initiatives and ensure the delivery of high-quality technical services.
Governance & Compliance
- Ensure compliance with company procedures, engineering standards, and regulatory requirements.
- Lead quality assurance and quality control initiatives for the E&I discipline.
- Support risk management activities by identifying and mitigating technical and execution risks.
- Promote innovation and the use of digital tools, automation technologies, and data analytics to improve project execution and sustainability outcomes.
QUALIFICATIONS / SKILL SET
Education
- Bachelor's degree in Electrical Engineering, Instrumentation Engineering, or a related engineering discipline required.
- Professional Engineer (PE) registration preferred.
Experience
- Minimum 12+ years of progressive experience in electrical and instrumentation engineering within the energy, chemicals, industrial, or infrastructure sectors.
- Minimum 5+ years of leadership or management experience leading technical teams and project execution.
- Demonstrated experience managing complex, multidisciplinary engineering projects from concept through commissioning and startup.
Technical Competencies
- Strong knowledge of electrical power systems, instrumentation and controls, automation systems, and industrial communication networks.
- Thorough understanding of NEC, NFPA, IEEE, ISA, IEC, and applicable industry standards and regulations.
- Experience with power studies, relay coordination, control system architecture, and commissioning activities.
- Knowledge of constructability reviews, field engineering, and construction execution practices.
- Experience utilizing engineering software and digital technologies to improve project delivery and performance.
