| Primary Function of Organizational Unit |
The University College works solely with first year, sophomores and transfers to promote academic success, retention, and graduation. We support the goal of graduation within four years by ensuring students take advantage of the full range of services available at North Carolina Central University. |
| Primary Purpose of Position |
The Business Officer is a key member of the University College dean's executive leadership team. The position reports directly to the Dean. The position works at the highest level on matters related to the College's academic programs and in support of the College's growing efforts to support student success. In addition, works with and advises University College Title
III units and programs on matters related to academic unit budgeting, human resource management, and provides staff development. The position provides accurate interpretation of fiscal policies at the state, federal, University and college level. |
| Required Knowledge, Skills, and Abilities |
- Bachelor's degree in business administration, public administration or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

- Bachelor's degree in business administration, public administration, or related business area and three years of professional accounting experience, of which at least one is supervisory; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Primary Responsibilities and Duties

| Describe the specific tasks and responsibilities related to the function. |
Plan and monitor the use of expenditures to meet organizational objectives- these duties include, utilizing Eagle's Purch to initiate and complete purchases for the University College Title
III activities, processing travel requests and reimbursements and periodic budget reporting. |

- Budget Management: Process financial transactions including purchase of supplies, equipment, travel and services for University College Title III related activities. Maintain documentation of NCCU inventory codes and information. Participate in regular training opportunities as offered by the Departments of Administration & Finance, Purchasing, Legal, Travel, and Sponsored Research and Programs to remain current on policies and procedures.
- Maintain detailed records of financial transactions, reconciled with financial information from NCCU Administration & Finance.

- Human Resources Management: Work with Dean, Associate Deans, and Program Directors to recruit and hire new and returning temporary employees, adjunct instructors and work aid students utilizing PeopleAdmin as well as paper documentation. Maintains extensive records of funds. Maintains confidential Human Resources records for the University College.
- This position requires knowledge of the human resources, financial and purchasing policies, procedures and regulations of NCCU, the State of North Carolina, and U.S. Department of Education as it relates to federal grants.
- Work with Dean, Associate Deans, and Program Directors to process personnel actions for new and existing staff.
- Work with Dean, Associate Deans, and Program Directors, Human Resources and Payroll to investigate and resolve personnel issues.

- Analyze financial information in order to consult with Dean, Associate Deans, and Program Directors regarding funds allocation for human resource actions, and purchase of supplies, services and equipment.
- Work extensively with the Offices of Academic Resource Management, Purchasing, Budget, Title III, Office of Sponsored Research and Programs, Legal and Human Resources to research and resolve issues and to maintain compliance with policies and procedures.
