Summary:

The Program Manager serves as USASOC Contracted Program Support and Subject Matter Expert (SME) as a requirements Specialist for SOF unique and Army common individual equipment programs; serves as a SME for the Special Operations Forces (SOF) Personal Equipment Advanced Requirement (SPEAR) Program consisting of 11 ARSOF peculiar capabilities Competent in SOF Sustainment Asset Visibility and Information Exchange (SSAVIE), Special Operations Command Requirements Evaluation Board (SOCREB) approval process, and SOF and Joint Capabilities Integrated Development System (SOFCIDS/JCIDS) processes.


Responsibilities

Essential Job Functions:

  • Defines, documents, and staff required capabilities, warfighting gaps and doctrine, organization, training, materiel, leader development, personnel and facilities - policies (DOTmLPF-P) requirements and cost-benefit analyses of those potential resource informed, integration focused, outcome-based solutions

  • Conducts DOTmLPF-P analysis against user-stated requirements for identification, validation, and development of materiel solutions

  • Reviews, analyzes, and integrates SOF requirements into Joint and Army common programs to ensure proper representation in the materiel acquisition process

  • Schedules and chairs Integrated Product Team meetings to develop SOF-peculiar materiel capabilities documents IAW SOFCIDS/JCIDS processes for SOF Component/United States Special Operations Command {USSOCOM) staffing and SOCREB approval

  • Generates and develops materiel requirements documents to Concept of Operations (CONOPS), Initial Capability Documents (ICD), Capability Development Documents (COD), and Capability Production Documents (CPD), as required to support the warfighter

  • Analyzes required operational capabilities documents/statements from USASOC subordinate units and staffs and USSOCOM proponent staff elements

  • Coordinates with the Component Subordinate Commands (CSCs) and Component Subordinate Units (CSUs) to define and articulate requirements against other SOF Service Components requirements, current operational environment. and mature/emerging technologies to provide the most suitable, effective and affordable solution set Collaborates with PMs, users, and system developers to improve the development, testing, and fielding of SOF-unique capabilities

  • Reviews and analyzes capability gaps/shortfalls; identifies and assesses potential materiel and non-materiel solutions to address capability gaps/shortfalls

  • Applies subject matter expertise to assist users in the development of materiel requirements and documents based on Lessons Learned, SOF organizational structure, core missions/activities, and tactics, techniques, and procedures

  • Plans, organizes and direct the logistical fielding and sustainment of SOF-peculiar equipment to over 25,000 geographically dispersed ARSOF Soldiers

  • Provides technical leadership, guidance, and direction to Program Managers (PM), Technical Managers (TM), Logistic Element Managers (LEMs), as well as Engineers and Technicians in support of USSOCOM SPEAR Program capabilities Develops and maintains project plans, spend plans, and associated milestone charts, graphs, and other visual displays for presentations at General Officer-level briefings in accordance with USASOC and USSOCOM directives

  • Corresponds with USSOCOM PMs to ensure that the Command is fully executing dollars IAW USSOCOM Program Executive Office funding guidance/obligation goals

  • Coordinates with USASOC Technology Assessment Unit and PMs on program Research, Development, Testing and Evaluation efforts Assists ARSOF elements and PMs with acquisition planning, preparation of technical data packages, proposal technical evaluations, and oversight of applicable production, support services to ensure all contractual data requests are fulfilled, delivered and documented according to schedule

  • Conducts and presents analysis data to provide recommendations to USSOCOM PMs and major subordinate units on the most cost-effective and affordable approach to minimize acquisition and life cycle costs

  • Coordinates with USSOCOM Components, PMs, Special Operations Forces Support Activity, and USASOC elements to identify cost savings, avoidances, and reductions within spend plans and logistical operations


Qualifications

Necessary Skills and Knowledge:

  • Must possess strong verbal and written communication skills
  • Knowledge of program and project management principles, methodologies, and best practices
  • Ability to lead multidisciplinary teams and manage complex operational activities
  • Strong organizational, analytical, and problem-solving skills

Minimum Qualifications:

  • Minimum of Six years of progressively responsible experience
  • A Secret Clearance is required
