The Director of Home States Rates & Regulatory Affairs ("Director") is responsible for all regulatory filings, primarily General Rate Cases (GRC), with the company's economic regulators in Hawaii, New Mexico and Washington, with future regulatory responsibilities in Texas. The Director reports to the Vice President, Rates and Regulatory Affairs. This position will be located in San Jose or Sacramento, CA. The position will also be required to travel to Hawaii, New Mexico, Texas, and Washington (collectively "Home States") to support the regulatory filings as necessary.

ESSENTIAL FUNCTIONS:

  • Develops regulatory strategies and objectives for each Home State with senior management

  • Responsible for all regulatory filings with the applicable Commissions in the Home States

  • Responsible for each Home State GRC from preparation to final Commission decision

  • Responsible for the completion of the regulatory element of "due diligence" conducted on potential business acquisitions in the Home States

  • Collaborates with Home States and applicable CSS departments to obtain accurate information to support regulatory filings in a timely manner, and to educate employees about ratemaking and regulatory processes

  • Works closely with Corporate Communications, Government Relations, and Business Development as key partners for successful regulatory filings

  • Oversees and reviews assigned staffs and/or consultants work papers to ensure regulatory filings are appropriately supported

  • Collaborates with the applicable consumer advocates office and ensures requests for information are completed in a timely manner

  • Negotiates favorable outcomes through settlement and litigation, and/or advocates for company's positions, in regulatory proceedings in all Home States

  • Represents the company during field tours, Public Participation Hearings (PPH), and community meetings related to any regulatory filings

  • Collaborates with interveners, representatives from other investor-owned water companies, and local agencies and communities to establish and foster positive relationships; provides information to those interested in regulatory proceedings

  • Communicates complex regulatory filing information, presentations, and statistics to company employees, the media, public officials, organizations, and other groups

  • Liaison to officer group, reporting Home State regulatory issues and providing officers and senior management with an understanding of regulatory impacts

  • Performs complex financial modeling, and interprets and analyzes reports as needed

  • Participates in the training and development of Rates team personnel

  • Participates in and supports the company's Continuous Improvement program

  • Performs work on-site in the assigned office location

  • Performs other duties as assigned to fulfill business operational needs and objectives

  • Attends meetings and trainings as directed by Company

    MINIMUM QUALIFICATIONS:

    • Bachelor's degree in Accounting, Business, Economics, Engineering, Finance, or Public Policy or related field, and/or equivalent relevant experience

    • Five years of increasingly responsible management roles

    • Ten years of experience with the regulations, rate case processes, and compliance requirements of economic regulators

    • Experience having the overall responsibility for preparing, filing and prosecuting general rate cases to completion

    • Testified before state economic regulators (written and in-person)

    • Knowledge of "historic" state ratemaking

    • Knowledge of business acquisition filings at regulatory agencies

    • Experience with ratemaking for income taxes a plus

    • Excellent interpersonal skills, enthusiasm, and commitment to outstanding customer service

    • Strong leadership and organizational skills

    • Proficient in the use of Microsoft Office applications

    • Valid Driver License issued in the United States

    Salary Range:

    San Jose, CA - $162,300 - $301,300 (DOE)

    Sacramento, CA - $146,100 - $271,200 (DOE)
