Job Title: Facility Manager

Compensation: $75,000/year base, plus 5% discretionary bonus

Schedule: Monday - Friday, 11:30 PM - 8:30 AM, with flexibility for occasional weekend, holiday, or extended coverage as operational needs require.

About the Role

LAZ Parking is seeking a full-time, on-site Facility Manager to lead our newly awarded parking operations and enforcement program at a mixed-use commercial and residential development in Santa Cruz. This is a client-facing leadership role responsible for the day to day success of a technology-driven parking program covering overnight permit parking, with the scope built to scale into employee permit and time-limited customer parking zones as the client directs.

This role requires someone comfortable with an overnight schedule and the flexibility to adjust hours when field conditions, staffing gaps, or client needs require it. The Facility Manager will be LAZ's primary on-site representative and will own the full operating picture: permit administration, citation and enforcement oversight, customer service, reporting, expense management, and client relationship management.

What You'll Do

*Perform and oversee overnight permit enforcement during scheduled hours, including patrol, license plate validation, and citation issuance

*Monitor the customer care line and respond to customer needs, inquiries, and concerns in a timely manner

*Follow up on customer issues through to resolution, escalating to the client when appropriate

*Answer phone calls and respond to customer inquiries, providing accurate information on permits, citations, and parking rules

*Provide attentive, professional customer service to residents, tenants, employees, and visitors, including resolving disputes and escalating unresolved issues appropriately

*Oversee all aspects of parking operations, permit management, citation activity, and field execution

*Coordinate with our technology partner on permitting, citation management, payment processing, and reporting

*Review permit activity, citation trends, customer inquiries, and field observations, and use that data to guide daily operating decisions

*Prepare and manage monthly operating reports, expense backup, and invoicing support for submission to the client

*Coordinate patrol routes and enforcement frequency to meet contract standards

*Serve as the point of escalation for customer disputes, policy questions, and operational exceptions, looping in the client when needed

*Report maintenance, signage, technology, or operational issues that require client review

*Lead weekly client meetings, providing operational updates and task summaries

*Support recruitment, training, and performance management of on-site enforcement personnel

*Ensure compliance with all applicable local, state, and federal regulations, and respond to inspections or audits as needed

*Maintain flexibility to adjust shift timing or cover additional hours during staffing shortages, escalations, or client-directed schedule changes

What We're Looking For

*Prior experience in parking operations, enforcement, or a related field management role, ideally in a mixed-use, municipal, or commercial environment

*Comfortable and reliable working an overnight schedule

*Strong customer service skills, including phone-based support and in-person conflict resolution

*Strong organizational skills and comfort managing multiple priorities, including staffing, reporting, and client communication, at the same time

*Experience with digital permit or citation management platforms is a plus

*Ability to lead a team, hold staff accountable to performance standards, and manage day to day scheduling and coverage

*Strong written and verbal communication skills, with the ability to present clearly to clients and resolve issues professionally

*Comfortable working independently on-site and taking ownership of the full operating picture

*Valid driver's license and satisfactory Motor Vehicle Record (MVR)

*Must successfully complete a pre-employment background check as a condition of employment, consistent with applicable federal, state, and local law

*Willingness to work occasional weekends or holidays as operational needs dictate
