Overview

Apogee has an exciting new opportunity for a Network Communications Lead to support the Headquarters Air Force Global Strike Command (HQ AFGSC), which provides logistics, communications, and operational support to bed-down management activities to Major Command and Installation-level organizations in support of the B-21 bomber.

SATAF PIO provides advisory and assistance support to HQ AFGSC to help meet bed-down requirements. This support will include expertise in nuclear deterrence and global strike operations, military civil engineering, organizational structure and performance, test, nuclear surety, development processes, training, and B-21 weapons systems bed-down. Duties include guiding the installation through the bed-down process, supporting the cross-functional team during facility site visits, advising the team, tracking milestones, and developing repeatable processes and checklists to ensure all basing actions are completed.

This is a full-time onsite position located at Dyess AFB in Abilene, Texas.



Responsibilities

    Supports PIO, HQ AFGSC, and DOD bed-down of B-21 efforts as they pertain to all communications and information technology and their infrastructure.
  • Participates in design and execution of Network/Information Technology (IT) bed-down, provides analysis and reports on status, risks, and proposed solutions.
  • Works with and provides guidance to host wing, PIO, HQ AFGSC, and DoD Communication/IT professionals to ensure compliance, effectiveness, timeliness, and security of communications bed-down. Generates reports when requested to support this advice.
  • Provide conference and meeting support, such as facilitating meetings, graphic support, study materials, locating available conference rooms, invitations, stakeholder involvement, community relations, risk communication, etc., as approved by the Government.
  • Provide administrative support such as documenting program files and processes, organizing files/records and providing administrative support, such as regulatory and partnering sessions.
  • Advise the Government on validity, feasibility, achievability, and efficiency of proposed projects based on constraints in scheduling, cost, manpower, etc.
  • Travel as required to support AFGSC; complete trip reports within five calendar days upon return.
  • Track milestones, build, & refine products & deliverables.
  • The contractor shall develop, plan, and coordinate processes, tracking tools, and checklist(s), for direct implementation on all PIO actions.
  • Knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to logistics and operations activities.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for executive use and decision-making.
  • Skilled in oral communications necessary to inform the leadership of program changes, to make presentations to management of a complex nature, and to lead and serve effectively on process teams.
  • Skilled in written communications to allow effective articulation of assigned tasks and publication of new and updated products.
  • Experience navigating Non-Secure Internet Protocol Router and Secure Internet Protocol Router type IT systems.
  • Must be able to work in a team environment and independently with limited supervision all while developing and maintaining interpersonal relationships.


Qualifications

Minimum Experience:

Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a TS/SCI level clearance

Certifications:

  • DoD 8570 Information Assurance Management Level II certified/compliant
  • SharePoint administrator
  • Information Systems (IS) Security Professional or equivalent certified.

Education: High School Diploma

Years of Experience: Seven (7) years of directly related experience with Multi-Level Secure (MLS) or Special Access Program (SAP) network management/maintenance and at least two (2) different automated cross-domain security solutions.

  • Minimum 2 years working knowledge of High Assurance Internet Protocol Equipment (HAIPE) devices.

  • Minimum 2 years of experience with information protection network domains, network segmentation, and network management tools.

Additional Experience:

  • Experienced in classified information systems management
  • Experience resolving classified information systems security incidents
  • Experience uploading and downloading data across classified networks operating at different levels of classification, and control/recording of all incoming and outgoing digital media
  • Experience in self-assessment with Management Internal Control Toolset (MICT)
  • Experience developing and critically reviewing information assurance and cyber security documentation
  • Experience managing databases to include: Access, Structured Query Language, and Oracle
  • Experience managing Microsoft SharePoint
  • Experience developing standardized procedures for account establishment, system maintenance, and system recovery
  • Experience designing, installing, and maintaining advanced router and firewall configurations used to isolate network traffic in order to maintain security
  • Knowledge of, and experience implementing, DoD and Air Force Technology regulations, services, and instructions to ensure communications and computer services are in compliance with applicable regulations and instructions
  • Experience developing network standard operating procedures and implementing audits, threat and vulnerability assessments, and applying security-related software tools to manage and control classified information systems
  • Working knowledge to manage/maintain Voice over Internet Protocol infrastructure and Chat applications

Preferred Requirements:

Education: BS/BA Computer Science, Cyber Security, Information Technology, Data Science, Information Systems, or related area of study

Years of Experience: 3 years of directly related experience with Multi-Level Secure (MLS) or Special Access Program (SAP) network management/maintenance and at least two (2) different automated cross-domain security solutions with 18 months of Special Access Programs experience highly desired/Information System Security Officer - highly desired

Additional Preferred Experience:

  • Component command (or equivalent) or higher level or managerial experience - highly desired
  • Special Security Officer experience - highly desired

  • JSIG-related RMF implementation experience - highly desired

  • Experience integrating nuclear command, control, and communications systems - highly desired
