Position Summary
Serves as an environmental protection professional with primary responsibility for supporting the installations National Environmental Policy Act ( NEPA) Coordinator in performing a variety of environmental protection functions associated with the implementation of NEPA and related regulations and requirements.

The incumbent independently plans and carries out most duties without specific instructions or direction. The employee normally consults with the NEPA Coordinator and/or the supervisor only before proceeding with non-routine technical matters or unprecedented regulatory issues. Completed work is reviewed for technical soundness and compliance with regulatory requirements. The principal guidelines are NEPA, agency regulations; e.g., AR 200-2, and procedural instructions. The incumbent must also refer to a variety of other documents including technical manuals on other environmental protection programs, contracting procedures, and agency and installation administrative manuals. Incumbent will use some judgment in determining how guidelines should be interpreted and applied to specific situations.
Knowledge, Skills, Abilities and/or Competencies

  • Detailed practical knowledge of NEPA and the U.S. Army's AR 200-2 policies, procedures, and practices sufficient to exchange a variety of factual technical information in response to detailed inquiries, resolve routine problems, or to complete required reports and records.
  • Practical knowledge of a variety of Federal, state, and local government laws and regulations concerning the use, protection, and preservation of the environment.
  • Skill in fact-finding and in developing and assembling information to be used in monitoring and reporting on environmental conditions and situations.
  • Ability to analyze factual information and data, and relate such information to specific regulatory provisions and requirements.
  • Ability to perform a variety of routine administrative tasks, and to prepare detailed narrative reports, letters, briefing statements, and related written materials concerning work assignments.

  • Ensures that environmental analysis and supporting documentation as required by NEPA and related Army regulations; e.g. (AR 200-2), have been properly prepared and processed according to established procedures.
  • Gathers environmental data for analysis, and reviews documentation prepared by proponents for completeness and accuracy according to regulatory requirements.
  • Research a variety of environmental reports and studies to obtain specific information that can be used to establish baseline conditions.
  • Conducts environmental screening surveys that can be used to predict impacts that military training exercises or other proposed actions could have on the environment.
  • Provide input to help identify mitigation techniques that may be employed to reduce or eliminate adverse effects on the environment.

  • Reviews Record of Environmental Consideration (REC) forms prepared by proponents who plan military training, construction projects, real property transactions, or related activities, to ensure information and documentation is complete, accurate, and consistent with NEPA and Army requirements.
  • Follows up with proponents to clarify information on REC forms or to obtain additional information that may be required to assure completeness.
  • Staff routine REC forms to installation specialists for technical review and comment according to prescribed regulations.
  • Maintains log on REC forms processed, file forms, track the processing of forms, and assist in maintaining a database of environmental information collected from REC forms.

  • Prepare briefing sessions and meetings on NEPA related issues and concerns; and conducts assigned briefing sessions to convey factual information.
  • Preparation and dissemination of public notices and announcements concerning public meetings and hearings as required by NEPA.
  • Provide routine technical information on NEPA regulatory requirements and procedures for a variety of individuals including installation staff, representatives from state and local governments, contractors, and public interest groups.
