Overview

AMERICAN SYSTEMS is seeking a Senior Budget and Finance Analyst to support our Navy customer at Joint Base Anacostia-Bolling in Washington, DC.

In this hands-on role, you'll work directly with Integrated Product Team (IPT) and competency leads to support budget development, financial execution, acquisition activities, and program operations. The position offers significant day-to-day autonomy and a flexible work schedule based on customer needs.



Responsibilities

As a Senior Budget and Finance Analyst with AMERICAN SYSTEMS, you will have the opportunity to:

    Develop and execute spend plans across multiple fiscal years, appropriations, and budget lines.
  • Update spend plans during Continuing Resolutions and support budget drills, data calls, POM submissions, and congressional inquiries.
  • Prepare and release funding documents, MIPRs, contract actions, and modifications.
  • Monitor financial execution, reconcile budgets, and recoup unexpended funds and unliquidated obligations.
  • Maintain Excel-based financial reports and prepare monthly operational and execution briefings.
  • Support field activities and external organizations executing program funds.
  • Audit Government Purchase Card transactions and submit monthly reconciliation reports.
  • Assist with CARD inputs, Performance Work Statements, Technical Assessment Reports, pricing models, Procurement Requests, and contract negotiations.
  • Research appropriation use in accordance with the FAR, DFARS, and DoD Financial Management Regulation.
  • Respond to financial and budget questions from program stakeholders
  • Work independently across a variety of program activities, with limited meetings, established reporting requirements, and flexible work hours based on customer needs.


Qualifications

  • Active Top Secret clearance with SCI eligibility.
  • U.S. citizenship required to obtain and maintain a U.S. government security clearance.
  • Bachelor's degree in a technical, business, financial management, or related field.
  • 11 or more years of related financial experience, including at least five years in government finance, PPBE, and budget development.
  • Experience with government financial management systems, budget allocation, and funding document requests.
  • Knowledge of the FAR, DFARS, DoD Financial Management Regulation, and Technical Assessment Reports (TAR).
  • Experience developing cost models and supporting government contract negotiations.
  • Ability to work 100% on-site at JBAB.


Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $120,000.00/Yr. - USD $140,000/Yr. Actual compensation will be determined based on several factors permitted by law.
