Quality Control Manager - Federal Environmental Remediation Program

Weston Solutions, Inc. is seeking a Quality Control Manager (QCM) to support a U.S. Army Corps of Engineers (USACE) environmental remediation construction project. This position will be responsible for implementing and managing the project Quality Control Program during excavation, remediation, transportation, and disposal activities associated with contaminated soil. The QCM will serve as the primary quality representative on site, ensuring compliance with contract requirements, project specifications, safety standards, environmental regulations, and Weston quality procedures. The successful candidate will work closely with project management, field personnel, subcontractors, regulatory representatives, and government stakeholders to ensure project objectives are achieved safely, efficiently, and in compliance with all quality requirements.

Location: The project is in East Helena, MT. Candidates may relocate or support the work on per diem. Fieldwork for this project will shut down during the winter. Travel will likely be required during the winter months to support other projects.

Expected Outcomes:

• Manage and implement the project-specific Quality Control Plan in accordance with USACE requirements and project specifications.
• Conduct daily quality control inspections of excavation, remediation, construction, and restoration activities to verify compliance with contract requirements.
• Coordinate and document the Three Phases of Control process, including Preparatory Meetings, Initial Inspections, QC Inspections, and Follow-Up Inspections.
• Maintain complete and accurate quality control documentation, including daily reports, inspection reports, deficiency logs, testing records, and project correspondence.
• Coordinate with project management, field supervisors, environmental professionals, laboratories, and subcontractors to ensure all work is completed in accordance with approved plans and specifications.
• Review and verify field sampling, excavation activities, soil management procedures, waste characterization, transportation, and disposal operations.
• Monitor subcontractor performance and ensure corrective actions are implemented for identified deficiencies or quality issues.
• Support environmental compliance requirements and ensure field activities adhere to project permits, regulatory requirements, and approved work plans.
• Facilitate project meetings with clients, USACE representatives, subcontractors, and project personnel regarding quality requirements and project performance.
• Assist with project planning, scheduling, reporting, and closeout activities to support successful project execution.
• Ensure all testing, inspection, and documentation requirements are completed and submitted in a timely manner.
• Support a culture of safety, quality, accountability, and continuous improvement throughout project execution.

Knowledge, Skills & Abilities:

• Bachelor's degree in construction management, Engineering, Environmental Science, Geology, or related technical discipline preferred, with 3 to 5 years' experience in environmental quality control management. Equivalent years of work experience will be considered in place of a B.S. degree.
• Experience should include supporting federal construction, environmental remediation, hazardous waste, civil construction, earthwork, or excavation projects.
• Three years' experience supporting environmental remediation projects involving contaminated soil excavation, waste characterization, hazardous materials handling, and disposal operations preferred.
• Experience serving as a Quality Control Manager, Quality Assurance Representative, Superintendent, or similar role on USACE, NAVFAC, DoD, or other federal projects.
• Current USACE Construction Quality Management (CQM) for Contractor's certification required or ability to obtain prior to project assignment.
• Thorough understanding of USACE Resident Management System (RMS) Contractor Mode (CM) version 3.0, Patch 515, for the submittal of Daily Quality Control Reports (DQCRs), PWS submittals, and Official Requests for Information (RFI) and maintained on the Weston SharePoint with accessibility to the corps.
• Thorough understanding of USACE quality control requirements, EM 385-1-1 standards, and federal construction contract administration.
• Ability to read, interpret, and enforce project specifications, drawings, work plans, and contract documents.
• OSHA 30-Hour Construction Safety training required.
• Current First Aid/CPR certification required or ability to obtain upon hire.
• 40-Hour HAZWOPER with current 8-Hour Refresher required; may be obtained after hire if not currently held.
• Strong written and verbal communication skills with the ability to interact effectively with clients, regulatory agencies, construction personnel, and subcontractors.
• Proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and project documentation software.
• Working knowledge of Procore is preferred.
• Valid driver's license and ability to travel extensively to project locations throughout the United States.
• Ability to perform field work in varying weather conditions and terrain.
• Must be able to lift and carry 50 pounds without assistance.

Compensation will vary based upon experience, education, skill level, certifications, project experience, and other compensable factors.

Salary Range: $95,872 - $126,819 - $157,661
