DESCRIPTION

The UC San Diego Rady School of Management provides exceptional business education through many academic degree programs. Reporting to UC San Diego's Rady School of Management's Assistant Dean of Finance, directs all staff human resources functions for more than 125 Rady staff in more than 50 title codes: PSS, MSP (career, limited), nonacademic student employees, and volunteers. The Staff HR Director creates and promotes policies and practices that intentionally and strategically enhance staff retention, build community, and enhance work productivity and work satisfaction.

Directs the Rady School's human resources administration, recruitment, employee relations, community building, compensation/classification, organizational development, policy research and compliance. Uses professional HR concepts as a seasoned, expert professional to apply organization policies and procedures to resolve the full range of HR-related issues. Anticipates, identifies, and works on problems that are diverse and complex in scope, where analysis of situations requires a review of a variety of factors, including legal, financial, and employee relations components.

The Director provides expert human resources advice to the Rady School's leadership, managers, supervisors and staff on a broad range of human resources practices and issues. Originates and oversees the implementation of departmental policies, programs, and practices that are effective and consistent with the goals and mission of the organization. Exercises leadership and discretionary authority, using a high degree of independence, ingenuity, diplomacy, and analytical skills to resolve complex, unusual problems or issues in a timely and satisfactory manner. Communicates and interprets policy changes to leadership, managers, supervisors, and staff.

The Director supervises a team of 3 HR Generalists and a Payroll Coordinator to provide excellent customer service to staff, supervisors/managers, leadership, job applicants, and HR colleagues across campus.

Advises the Dean, Assistant Deans and managers on strategic approaches related to complex human resources issues impacting employee satisfaction, effectiveness, and productivity. Advises the Dean and Assistant Deans on the crafting of schoolwide communication plans regarding sensitive issues or policies related to staffing, supervision, performance, reorganization, health issues, hybrid work arrangements, workload distribution, workplace culture and staff satisfaction, staff/faculty partnerships, and the impact of organizational structure on operational effectiveness and staff satisfaction.

Determines and shares best practices with managers and supervisors regarding recruitment, compensation, performance management, employee relations, community building related to all levels of staff positions, including Assistant Deans, Directors, Managers, MSP employees, and PSS employees, both union represented and policy covered. Interprets UC and campus employee and advises on union contract issues. Provides consultation and advice on organizational development, including complex reorganizations within Rady School of Management departments.

Provides expert guidance on job classification, recruitment, compensation, pay parity/equity, promotional opportunities and supervisory issues. This position leads the talent acquisition efforts and takes proactive action to enhance staff satisfaction and retention.

The Staff HR Director advises on the most complex disciplinary issues or leave/accommodation issues, creates efficient, effective workflows and work processes, creates and shares best practices with direct reports, provides ongoing guidance and coaching to direct reports on the nuances of human resources issues and UC policies and systems, advises HR professionals on sensitive HR issues/approaches/policies/exceptions and individually addresses and solves the most complex or unprecedented HR issues.

This position is a highly participatory strategic partner, advocating for and interacting with all Rady front-line staff, supervisors, managers, and nonacademic student workers.

Note: This position does not encompass Academic Personnel responsibilities.

Work Schedule: Hybrid. For the first 3-4 months, 2-3 days/week on campus; subsequently, 1-2 day/week on campus (La Jolla).

QUALIFICATIONS
  • Experience advising managers and supervisors on a wide variety of personnel matters. Experience serving as escalation point for staff and supervisors on difficult and/or uniquely challenging interaction/communication issues related to complex recruitments, compensation concerns, restructuring of workforce, employee relations, work environment issues, etc.

  • Supervisory experience: Experience (typically three years min.) independently supervising and coaching HR professionals. Experience and the authority to hire HR professionals; experience providing ongoing guidance to HR professionals. Experience independently presenting performance evaluations. Experience creating a customer-focused environment and promoting HR team discussions, information sharing, and collaboration.

  • Experience creating and promoting policies and practices that intentionally and strategically enhance staff retention, build community, enhance work productivity, and work satisfaction.

  • Experience coaching managers and HR staff on complex FMLA and complex accommodation issues, including lengthy leaves, return to work, etc.

  • Experience supervising online payroll processes/systems. Knowledge of and experience with wage and hour laws, and other laws relating to employment, compensation, and collective bargaining.

  • Experience independently recommending action related to pay increases, job offers, promotions, reclassifications.

  • Experience interpreting and implementing new policies and confidently, accurately communicating information to senior management, supervisors and staff; experience responding to questions related to applying new policies to existing practices re new laws and policies related to recruitment, employment, FMLA, employee relations, performance management, compensation, payroll, benefits, collective bargaining units.

  • Performance Management: Strong experience training and advising leadership, managers/supervisors, and HR professionals on performance management, advising managers on addressing performance concerns, follow-up, documentation, progressive discipline policies, writing and delivery of disciplinary actions.

  • Experience working in a large organization with numerous complex rules and processes regarding multiple types of recruitments and demonstrated knowledge of strategic recruiting based on internal needs and UC policies and rules.

  • Experience directing a recruitment process for many different types of positions, including professional recruitment and hiring techniques, cohesive interview questions, interview evaluation and candidate selection, salary analysis. Experience conducting worthwhile reference checks and the authority to negotiate job offers.

  • Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources. Strong experience (typically five years min.) in more than one area of human resources (recruitment, compensation/classification, benefits, payroll, performance management, employee relations, organizational development.

  • Theoretical knowledge of human resources functions gained through a college degree with a major in human resources, business administration, or related field or university coursework in human resources, labor relations, compensation, talent acquisition, or equivalent experience, or an equivalent combination of education and experience

  • Experience and the authority to determine best HR workflows and to lead HR work processes and procedures.

  • Experience functioning in a large organization with complex rules regarding classification of job duties. Experience writing complex job descriptions. Experience considering union contracts when writing job descriptions, title codes, and out-of-classification duties.

  • Experience with Google shared drives, Google Forms, Google Sheets, Microsoft Office, Zoom, Outlook mail/calendaring to schedule interviews. Experience collecting and organizing data; data analysis skills. Strong experience using and learning new online systems to manage talent acquisition/recruitments, resume review, job offers, job descriptions, performance evaluations, payroll actions, benefits, timekeeping.

  • Rapport-building skills. Credibility to establish partnerships with senior leaders, faculty, managers, supervisors, and all staff. Experience providing feedback to senior leadership on highly sensitive topics and unusual circumstances. Experience speaking directly and confidently even when advice/recommendation might be unpopular or controversial.

  • Leadership skills and credibility to advise managers and supervisors on best practices related to recruitment/interviewing and hiring, classification/compensation, union contract interpretation, supervision, performance appraisals, equity and fairness, work culture, and conflict resolution.

  • Prioritization, multitasking, and consulting skills. Problem-solving to independently evaluate complex issues, formulate options, and develop solutions. Experience anticipating impact of policies, decisions, organizational changes across professions, and Rady School areas.

Preferred:

  • Completion of a Human Resources certificate or training program OR current/previous certification by national HR organization HRCI or SHRM: SHRM-CP(Society of HR Management Certified Professional) or HR Certification Institute: PHR (Professional in Human Resources) or SPHR (Senior Professional in Human Resources).

  • Experience working in a university setting including recruitment, compensation, classification, and employee/labor/union relations at a Univ of California campus or at a university.

  • Experience training others how to use UCSD online systems: HireOnline, JDOnline, Title and Pay Plan, Career Tracks Matrix, Academic Affairs Equity Module, Online Onboarding, I-9 Tracker, Staff Performance Appraisal system, UCPath, Ecotime, Handshake.

Pay Transparency Act

Annual Full Pay Range: $81,600 - $147,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.08 - $70.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
