JOB SUMMARY
The Finance Manager oversees the financial operations of Housing Choice Voucher (HCV) and related housing programs, including payments, budget utilization, reporting, cash flow management, and regulatory compliance. This role ensures the accurate administration of program funds and provides financial support to achieve organizational goals.

DUTIES AND RESPONSIBILITIES
  • Support achievement of SEMAP, contractual, and organizational performance standards.
  • Lead, mentor, and develop a team of finance professionals, providing coaching, performance management, and professional development.
  • Supervise daily activities of accounting and finance staff to ensure accuracy, efficiency, and compliance with HUD regulations and contractual obligations.
  • Manage financial operations for HCV and related housing programs.
  • Monitor program funding, cash flow, leasing, allocations, and budget utilization.
  • Prepare, review, and reconcile HAP and UAP payments and related reports.
  • Complete HUD reporting, financial reports, and program forecasts.
  • Oversee owner setup, direct deposits, and payment processing.
  • Oversee Accounts Receivable, collection activities and aging reports,
  • Monitor landlord records to prevent duplicate payments and ensure data accuracy.
  • Review portability billing, fees, and funding activity.
  • Ensure compliance with HUD regulations, agency policies, and financial controls.
  • Support audits, regulatory reviews, and reporting requirements.
  • Process vendor 1099s and maintain compliance with withholding requirements.
  • Collaborate with internal departments, landlords, participants, and external agencies.
  • Analyze financial data and recommend process improvements.
  • Perform other duties as assigned.
QUALIFICATIONS
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field.
  • Three to five years of progressive experience in accounting and or finance.
  • Equivalent combination of education and experience may be considered.
  • Ability to obtain required certifications within established timeframes.
  • Strong knowledge of accounting principles, budgeting, forecasting, and financial reporting.
  • Advanced proficiency in Microsoft Excel and financial management software.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to prepare and analyze financial and statistical reports.
  • Excellent verbal, written, and interpersonal communication skills.
  • Affordable housing programs experience preferred.
  • Knowledge of HUD regulations and HCV program funding requirements preferred.
  • Professional proficiency in English required; Spanish and/or Creole preferred.

  • Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.
