Job Summary

The instructional services manager plans, develops, implements, administers, and evaluates instructional services programs that meet industry and community training needs and promote maximum student recruitment and retention. This position creates and maintains effective partnerships to further program development and success, managing multiple locations that provide online, hybrid, and in-person adult education (GED test preparation and career training) classes. The instructional services manager hires, trains, schedules, supervises, and evaluates instructors and staff and ensures that the program meets Arizona Department of Education performance measures.

Essential Functions

30% - Administers the delivery and evaluation of instructional services programs across multiple locations; manages online, hybrid, and in-person classes including adult education and career training to meet industry and community needs; plans and coordinates class scheduling and program-wide delivery of virtual instruction; manages new in-person and hybrid GED test preparation and integrated education and training locations and related instructional support services
30% - Manages student services across multiple locations; plans, develops, and implements outreach and student recruitment activities and support services; implements program improvements to maximize student enrollment and retention; oversees student intake and orientation processes; coordinates assessment activities
15% - Hires, trains, supervises, and evaluates instructors and staff; plans, organizes, assigns, and monitors the work of instructors and staff; supports program-wide training, conducts professional learning, observes instructors, facilitates meetings, and engages in staff development
15% - Participates in strategic planning and decision-making; ensures compliance with applicable district, college, and Arizona Department of Education regulations, policies, and program requirements; evaluates and reviews program objectives and outcomes; manages Arizona Department of Education and college database activities including data entry and reporting deadlines; manages student record maintenance and audit activities for assigned locations and supports program-wide audit processes; prepares and administers budgets to monitor and support the management of program expenditures
10% - Develops and maintains partnerships with key stakeholders; facilitates program activities with community partners; serves as a liaison between program-level administrators, location partners and staff, and external agencies; participates on program- and college-wide committees; attends college, district, and Arizona Department of Education meetings and events; performs other duties as assigned

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, organizational development or directly related field, five (5) years of related experience such as planning, developing, implementing, administering, and evaluating instructional services programs which includes two (2) years of supervisory experience. A Master's degree and three (3) years of the above-listed experience, which includes two years of supervisory experience, may be required for some assignments.

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

A. Master's degree  
B. Supervisory or leadership experience in an educational setting  
C. Experience in educational program planning, implementation, and/or oversight 
D. Experience evaluating instructors' performance in the classroom 
E. Experience implementing professional learning initiatives   
F. Experience using data to track and analyze program and/or student outcomes 
G. One (1) year of full-time relevant MCCCD experience during the previous two (2) years
