Position Title: Records Management Technician

Reports to: IT Project Manager

Subsidiary: Leisnoi Professional Services, LLC

Location: College Park/Fort Meade, MD

FSLA Status:Non-Exempt

Job Status: Regular, Full-Time



Position Summary:

The Records Management Technician provides critical technical and operational support for the agency's Electronic Records Management Systems (ERMS) and digital archiving initiatives. This role bridges the gap between end-users and IT infrastructure by executing digital records ingestion, applying metadata schemas, performing quality assurance on digitized assets, and ensuring that electronic data lifecycles comply with National Archives and Records Administration (NARA) Universal Electronic Records Management requirements.

Primary Responsibilities:



  • System Operation & Ingestion:Operate high-volume digitization hardware and ERMS software to ingest, process, and migrate physical records into secure IT environments (e.g., M365, Purview, and NARA ERA 2.0).
  • Metadata & Data Structuring:Apply structured metadata, taxonomy tagging, and indexing to digital files to ensure rapid searchability, accurate data retrieval, and proper systemic archiving.
  • Quality Assurance:Perform technical quality control on digital files, ensuring compliance with federal IT standards for resolution, file formatting (e.g., PDF/A), and optical character recognition (OCR) accuracy.
  • Advanced User Support:Assist agency staff with basic ERMS troubleshooting, system navigation, and electronic file retrieval, and staff training.
  • Lifecycle Management:Utilize software tools to execute automated records retention schedules, disposition holds, and digital file transfers under the guidance of the Records Manager or IT systems administrator.
  • Data Security:Ensure that electronic records containing Personally Identifiable Information (PII) or Classified National Security Information are properly encrypted, permissioned, and stored within the correct system enclaves.


Required Qualifications:



  • Security Clearance: Active Secret Clearance with SCI access. Candidates must possess or be able to maintain Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), and Formerly Restricted Data (FRD) access
  • Specialized Certifications: Must have successfully passed the Department of Energy's Historical Records Restricted Data Reviewers (HRRDR) course, and hold a NARA certification.
  • Network Access Experience: Active capability and experience operating on DODNet-J (JWICS) and SIPRNet enclaves
  • Education: Bachelor's degree in Information Management, IT, Policy, or related field.
  • Experience: 5+ years of experience in federal records management, NARA compliance, ARCIS utilization, and enterprise document management systems




Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
