Job Title: Systems Analyst 2

Location(s): Austin, TX

Job Description
The Systems Analyst 2 will analyze business objectives, user requirements, operational procedures, and existing computer systems to identify problems, develop alternative solutions, and recommend improvements. The role requires independent judgment, analytical ability, and the capacity to work under limited supervision.

Responsibilities
  • Understand business objectives and problems and identify alternative solutions.
  • Review, analyze, and evaluate user requirements, operational procedures, and business problems.
  • Conduct studies and cost/benefit analyses of proposed systems and alternatives.
  • Analyze current operational procedures and identify opportunities to automate processing or improve existing computer systems.
  • Confer with business and organizational personnel to understand current processes, problems, input requirements, output requirements, and reporting needs.
  • Analyze and document requirements related to data input, data summarization, forms, and report formats.
  • Write detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.
  • Review computer system capabilities, specifications, and scheduling limitations to determine the feasibility of requested system changes.
  • Apply sound logic, analytical ability, and independent judgment to solve complex problems.
  • Communicate effectively with technical and non-technical stakeholders.
  • Stay informed about IT industry trends, emerging technologies, architectural concepts, and information management practices.
  • Apply knowledge of infrastructure, information, application, and organizational architecture concepts as appropriate.
Required Qualifications
  • 5+ years of experience understanding business objectives and problems and identifying alternative solutions.
  • 5+ years of experience reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or improve existing computer systems.
  • 5+ years of experience writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • 5+ years of experience performing cost/benefit analysis of systems and alternatives.
  • 5+ years of experience analyzing and documenting input and output requirements, including data input, data summarization, forms, and reporting formats.
  • Strong logic and analytical skills.
  • Highly developed oral and written communication skills.
  • Strong interpersonal skills with the ability to work effectively with others, motivate employees, and elicit desired work output.
  • Knowledge of information technology industry trends, directions, and market developments, with the ability to relate them to organizational needs.
  • Knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • Knowledge of emerging technologies and their application to information systems.
Preferred Qualifications
  • 2+ years of experience with Texas DIR Project Delivery Framework and related document templates.
  • 2+ years of familiarity with information architecture and information management methodologies.
  • 2+ years of familiarity with existing and planned software technologies and global, regional, and local software architecture and infrastructure components.
  • Experience with healthcare applications is preferred.
