No, if yes, what type: Specific badging processes depend on the specific Federal Facility the project is located and include but not limited to a background check. _________________________________________________ Summary/Objective The Technical Proposal Writer develops compelling, compliant proposals for federal construction opportunities. This role translates construction requirements, project team input, and New Dominion Construction's experience into clear, evaluator-focused narratives that explain how NDC will execute the work, manage risk, and meet client objectives. The position works directly with executive leadership, estimating, project management, field operations, safety, and quality control personnel and requires strong writing skills, an understanding of construction execution, and the ability to manage multiple proposal deadlines in alignment with New Dominion Construction's core values of Service, Integrity, Accountability, and Expertise. Primary Job Responsibilities Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. * Analyze solicitations: Review requests for proposals, statements of work, specifications, drawings, amendments, submission instructions, and evaluation criteria. Develop compliance matrices, proposal outlines, schedules, and contributor assignments. * Write technical approaches: Prepare project-specific narratives addressing scope understanding, construction methodology, design-build coordination, sequencing, phasing, occupied facilities, utility outages, site logistics, and project constraints. * Develop management plans: Write staffing, recruitment and retention, task order management, subcontractor integration, resource allocation, and surge capacity approaches, including plans for multiple concurrent projects. * Explain safety and quality processes: Coordinate with NDC's subject matter experts to describe safety responsibilities, hazard controls, quality control procedures, inspections, testing, and corrective actions. * Present practical risk controls: Identify project challenges with the operations and estimating teams and explain mitigation measures, decision-making responsibilities, and effects on schedule and execution. * Build persuasive qualifications: Develop past performance summaries, project descriptions, personnel resumes, organizational charts, and capability narratives that connect NDC's experience to solicitation requirements. * Coordinate technical input: Interview project personnel and teaming partners, resolve missing information, and turn field knowledge into accurate, evaluator-focused content. * Manage proposal production: Coordinate reviews, incorporate comments and amendments, and verify consistency, formatting, page limits, required attachments, and submission readiness. * Maintain reusable content: Organize approved narratives, resumes, project data, graphics, and lessons learned while tailoring each response to the specific opportunity. * Perform other related duties as assigned in support of proposal and business development goals. Competencies, Skills, Abilities, Qualifications * Strong technical, persuasive, and business writing skills with demonstrated ability to develop substantive technical and management narratives for competitive federal proposals. * Ability to interpret solicitation instructions, statements of work, specifications, drawings, amendments, evaluation criteria, and submission requirements and develop a complete, compliant response. * Working knowledge of construction delivery, including project management, scheduling, subcontractor coordination, safety, quality control, and design-build execution. * Strong interviewing, research, editing, proofreading, and organizational skills. * Ability to explain who will perform the work, how it will be accomplished, and how the proposed approach addresses project requirements and evaluation criteria. * Proficiency in Microsoft Word, including styles, tables, automated tables of contents, document formatting, and tracked changes; working proficiency in Excel, PowerPoint, and Adobe Acrobat. * Ability to manage competing deadlines, follow up with contributors, and work independently while remaining accountable to the proposal team. * Experience preparing proposals for USACE, NAVFAC, MICC, the Department of Veterans Affairs, GSA, or other federal construction clients preferred. * Experience with MATOC, IDIQ, BPA, and task order proposals preferred. * Familiarity with federal construction safety and quality requirements, including EM 385-1-1 and Contractor Quality Control processes, preferred. * Experience developing work breakdown structures, execution process graphics, organizational charts, and schedule narratives preferred. * Experience using CPARS evaluations and project records to substantiate past performance preferred. * Familiarity with small business teaming, joint ventures, and mentor-protege relationships preferred. Supervisory Responsibility Work Environment This role primarily operates in a professional office environment and routinely uses standard office equipment and computer-based proposal, document, and communication tools. Coordination with construction personnel may occasionally require visits to project or client locations. Physical Demands The role regularly requires speaking, hearing, sitting for extended periods, and using a computer and standard office equipment. Occasional travel to project or client locations may require walking through construction environments. Expected Hours of Work This is a full-time position. Days and hours of work are typically Monday through Friday, with additional hours required to meet proposal deadlines and submission schedules. Travel Occasional travel may be required to NDC offices, project sites, client meetings, or teaming partner meetings. A local employee in the DMV area who can work from the Virginia or Maryland office is preferred but not required. Required Education and Experience Preferred: Bachelor's degree in English, Communications, Technical Writing, Construction Management, Engineering, or a related field. A four-year degree is preferred but not required; equivalent relevant experience will be considered. Experience: Demonstrated experience writing substantive technical and management narratives for competitive federal proposals and developing complete, compliant responses to solicitation requirements. Working knowledge of federal construction delivery, project management, scheduling, subcontractor coordination, safety, quality control, and design-build execution required.
