Program Overview: The Flow Management Data & Services (FMDS) is a next-generation FAA program designed to replace the Traffic Flow Management System (TFMS) through Release 16 and beyond. FMDS provides a streamlined, modernized experience for the full array of FAA internal and external users, establishing a common model of National Airspace System (NAS) operations and a foundation to achieve future FAA goals. FMDS core functions include:
**Manage Data** - Ingests and processes external data sources including flight, weather, aeronautical, Collaborative Decision Making (CDM), and space data to create a common operational model of the NAS. Supports derivation of additional data (e.g., modeled trajectories, weather analysis) and provision of data to FMDS services and external automation.
- **Assess NAS State** - Evaluates current and projected NAS conditions, enabling Traffic Managers to identify near- and long-term problems and determine whether mitigating actions are required.
- **Conduct Traffic Flow Management** - Provides tools to Traffic Managers for maintaining the flow of air traffic by defining Flow Evaluation/Constraint Areas (FxAs), conducting Traffic Management Initiatives (TMIs) to balance demand and capacity, and logging NAS events.
- **Conduct Post-Event Analysis** - Leverages historical data to improve trajectory and demand algorithms, support replay capabilities, and generate reports of past NAS operations.
- **Manage Display** - Manages user interface display and configuration settings; supports workstation screen capture for post-event analysis and training.
- **Maintain Operations** - Records and archives operational data, maintains FMDS adaptation, monitors and controls the operational system, analyzes system performance, manages user access and identities, and supports test and training activities.
In This Role, You Will:
- Lead the planning and execution of multidisciplinary workstreams supporting the FMDS program, including data management, NAS state assessment, traffic flow management, and system operations functions.
- Establish priorities, coordinate resources, and ensure work remains aligned with FMDS program objectives, release schedules, and stakeholder expectations.
- Lead and motivate high-performing teams, fostering collaboration, accountability, and a culture focused on mission success.
- Engage with FAA stakeholders - including Traffic Managers, system operators, and leadership - to understand requirements, manage expectations, communicate priorities, and deliver timely program updates.
- Monitor program performance, delivery schedules, and metrics across FMDS functional areas to identify risks, remove roadblocks, and drive continuous improvement.
- Collaborate with product owners, system vendors, developers, FAA facilities, engineering teams, and leadership to maintain alignment and deliver mission value across FMDS releases.
- Develop and maintain roadmaps, status reports, action items, and program documentation to provide visibility and support informed decision-making.
- Identify emerging challenges and opportunities across FMDS capabilities (e.g., CDM integration, trajectory modeling, TMI tooling), develop mitigation strategies, and help teams navigate complex technical and organizational issues.
- Support change management and communications to facilitate the successful adoption of FMDS capabilities as they replace legacy TFMS functionality through R16 and beyond.
- Promote effective cross-functional collaboration while ensuring deliverables meet program, technical, quality, and mission requirements.

Qualifications
Required Qualifications:
- U.S. Citizenship with the ability to obtain/maintain a Public Trust Clearance.
- 10 years of experience, may have supervisory or lead experience.
- Proven project leadership experience managing complex, mission-critical technology programs in large enterprise or federal environments.
- Strong communication and stakeholder management skills, including experience working with senior leadership and cross-functional teams.
- Demonstrated ability to drive alignment, manage competing priorities, and deliver results in dynamic, mission-critical environments.
- Experience coordinating site and facility activities, including system acceptance, deployment, and field operations.
- Experience with risk management, budgeting, and program governance.
- Experience managing program financials, including budget planning, forecasting, and variance analysis in a government contracting environment.
- Demonstrated ability to develop and maintain program governance frameworks, including reporting cadences, performance metrics, and executive-level dashboards.
- Demonstrated experience in supporting a QMS and audit compliance for ISO 9001:2015
- Demonstrated ability to effectively lead and manage organizational change and make recommendations to customer stakeholders on organizational improvements to obtain project objectives.
- Proven ability to identify and implement process improvements that increase operational efficiency across program delivery functions.
- Proficiency in resource planning and workforce management, including staffing models, onboarding coordination, and subcontractor oversight.
Preferred Qualifications:
- Familiarity with FAA Traffic Flow Management (TFM) systems, including TFMS, FMDS, or related NAS automation platforms.
- Technical Operations (TechOps) experience, with demonstrated experience maintaining and supporting mission-critical systems.
- Familiarity with NAS data management concepts including flight data processing, weather integration, CDM, aeronautical data, and trajectory modeling.
- Familiarity with Traffic Management Initiatives (TMIs), Flow Evaluation/Constraint Areas (FxAs), and Collaborative Decision Making (CDM) processes.
- Experience managing federal modernization programs or large-scale enterprise initiatives.
- Familiarity with FAA standards, facility directives, and compliance requirements.
- Experience supporting contract management activities such as PWS/SOW development, deliverable tracking, CDRL management, and contract modification coordination.
- Familiarity with DevSecOps practices, CI/CD pipelines, and tools such as Git, Jira, Confluence, or equivalent platforms used to manage software delivery workflows.
- Experience supporting software requirements traceability, configuration management, and version control in a federal program context.
- Ability to engage with developers, system architects, and data engineers to assess technical feasibility, resolve blockers, and ensure alignment with program objectives and FAA system standards.

Target Salary Range
$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
