About the Department: Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the Council's core services. How your work would contribute to our organization and the Twin Cities region: The Enterprise Asset Management Systems (EAMS) Manager will lead the EAMS Technical Team and oversee the strategy, implementation, administration, support, optimization, and modernization of the organization's EAMS environment on the Octave EAMS platform. This role will manage EAMS resources and drive enterprise-wide EAMS initiatives, including Octave deployments, configurations, integrations, upgrades, enhancements, and migrations from legacy EAMS systems to the Octave platform. The EAMS Manager will serve as the organization's EAMS subject-matter expert and primary technical leader for Octave, partnering with business and technology stakeholders to ensure the platform effectively supports asset management, maintenance, work management, and operational requirements. The position will drive continuous improvement, data integrity, system performance, and Octave adoption while aligning EAMS capabilities with organizational goals, operational needs, and long-term technology strategies. Note: This position is eligible for a hybrid (both remote and onsite) teleworking arrangement. This position requires working onsite at least (3) days a week at the Regional Administration office in St. Paul, MN. The candidate's permanent residence must be in Minnesota or Wisconsin. Note: Although the full salary range is displayed, the hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position. Note: This recruitment may establish a six (6) month eligibility list for current and future vacancies if we have multiple qualified candidates. If you are determined to be a qualified candidate and not hired for the initial vacancy, you will be notified of your placement on the eligible list. Placement on the eligible list does not guarantee you a job with the Council.

What you would do in this job

EAMS Leadership & Team Management
- Lead, mentor, and develop a high-performing EAMS technical team consisting of EAMS developers, analysts, and system administrators.
- Establish priorities, allocate resources, and oversee project execution across multiple EAMS initiatives in conjunction with assigned project management resources.
- Foster strong working partnerships with business stakeholders to understand operational requirements and translate them into technology solutions.
- Manage vendor relationships, implementation partners, and third-party consultants.
EAMS Strategy & Transformation
- Be part of a team responsible for execution of the organization's EAMS roadmap, ensuring alignment with business objectives and transformation goals.
- Work on the implementation of the Octave EAMS platform, including operationalization and business process improvements.
- Work with other teams in providing strategic guidance regarding EAMS architecture, cloud adoption, and enterprise application integration.
EAMS Implementation and Modernization
- Lead enterprise-wide EAMS implementation and migration initiatives, including transitioning from legacy EAMS platforms to modern cloud-based EAMS solutions.
- Lead the migration strategies covering business process redesign, system configuration, data conversion, testing, training, cutover, and post-go-live support.
- Oversee business continuity during EAMS transition activities while minimizing operational disruption.
- Oversee the legacy EAMS system decommissioning, data retention, archiving, and compliance requirements.
- Work with other parts of the organization, helping drive organizational change management and EAMS user adoption efforts throughout the EAMS transformation projects.
Cloud Deployments & Integrations
- Lead EAMS deployment projects, ensuring scalability, security, performance, and reliability.
- Oversee the design and implementation of EAMS integrations for enterprise applications, third-party systems, APIs, middleware platforms, and cloud services.
- Ensure integration architecture supports future business growth and technology initiatives.
- Collaborate with infrastructure, security, and application teams to maintain a secure and highly available EAMS ecosystem.
Data Migration & Governance
- Lead data migration activities including data extraction, cleansing, mapping, validation, reconciliation, and conversion.
- Ensure data integrity throughout the EAMS migration and implementation projects.
- Help manage testing strategies including system integration testing, user acceptance testing, and production readiness assessments.
- Develop and execute EAMS cutover and go-live plans in collaboration with the project management and implementation teams.
Operational Support
- Ensure ongoing EAMS system availability, performance, security, and supportability.
- Help establish and monitor service level agreements (SLAs) with EAMS vendors, including KPIs and operational metrics.
- Oversee EAMS upgrades, patch management, and continuous improvement initiatives.
- Lead incident management and root cause analysis for critical EAMS issues.

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of education in Information Technology, Computer Science, Information Systems, Business Administration, or a related field; AND progressive EAMS work experience supporting, implementing, and optimizing EAMS systems.
- Bachelor's degree or higher and at least seven (7) years of experience, including three (3) years of management experience.
- Associate's degree and at least nine (9) years of experience, including three (3) years of management experience.
- High school diploma/GED and at least eleven (11) years of experience, including three (3 years of management experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- 8+ years of progressive EAMS work experience supporting, implementing, and optimizing EAMS systems.
- 5+ years of experience managing EAMS technical teams and resources.
- Experience with major EAMS platforms such as IBM Maximo, Infor EAM, SAP EAM, Oracle EAM, or comparable systems is highly desirable.
- Experience with the organization's Octave EAMS platform is preferred but not required.
- Ability to incorporate the principles of inclusion, equity, and diversity into your daily work.
What knowledge, skills, and abilities you should have within the first six months on the job:
- Knowledge of the various business units and what each unit does, their way of working, and their needs and requirements.
- Knowledge of the portfolio of Apps supported by the team and across the Council and varied communities of the Council.
- Skill in building interpersonal relationships within and across teams and business units, to remove barriers, reduce risk, build trust and improve insights across the Council.
- Skill in effectively managing and mentoring technical staff and senior team members, providing ways that promote and support success in their work, providing a helping hand through servant leadership.
- Ability to deliver strategic guidance to all levels of leadership, across multiple divisions and business units of the Council.
- Ability to multitask diverse projects and their regulatory aspects and budget constraints and how they affect the team's workload and backlog.

Union: Non-Represented / Pay Grade K FLSA Status: Exempt Safety Sensitive: No Full Salary Range: $53.76 - $87.25 Hourly / $111,821 -$181,480 Annually Anticipated Hiring Range: $75.00 -$86.00 Hourly / $156,000 -$178,880 Work Environment: Work is performed in a standard office setting. Some positions may require travel between the primary work site and other sites.
