Compensation Grade: P23Compensation Details: Minimum: $82,711.00 - Maximum: $82,711.00 AnnuallyDepartment (OHEHR) AI - AIDS InstituteJob Description: ResponsibilitiesHealth Care Finance and Analytics (HCFA), located in the AIDS Institute, is responsible for planning, organizing, developing, prioritizing, implementing, and coordinating the research and evaluation agenda for the Office of Medicaid Policy and Health Care Financing as well as other AIDS Institute programs areas. The section secures access to data sources throughout the NYS Department of Health and performs data analyses in support of policy and program needs related to health care and support services for individuals with HIV, sexually transmitted infections, and hepatitis. The Evaluation Specialist III will design and conduct analyses of a wide range of data related to HIV/AIDS, hepatitis and sexually transmitted infection service programs in support of ETE goals; perform data management activities, including the manipulation of large-scale databases, in support of ETE goals and projects; develop technical reports, papers, and other written documents related to ETE projects and interpret the results of statistical/data analyses for non-technical audiences; participate in all phases of the research and evaluation process related to determining the effectiveness of a broad range of programs including the problem definition, literature review and synthesis, planning, execution, analysis, interpretation, and the reporting of findings; assist in creating and modifying algorithms that identify the populations served by the AIDS Institute within the various data sources utilized; other appropriate related duties. Minimum QualificationsBachelor's degree in a related field and three years of experience in the evaluation and/or analysis of health, human services or related programs and/or fields; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of such experience. Preferred QualificationsExperience in data management. Experience in data analysis using any form of data coding language. Experience in the manipulation of large-scale databases. Experience working with confidential data. Experience analyzing health related data. Experience creating technical reports. Knowledge of the AIDS Institute populations (HIV, HepC, STI, Drug User Health, etc.). Experience presenting data findings. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
