The SEI helps advance software engineering principles and practices and serves as a national resource in software engineering, computer security, and process improvement. The SEI works closely with defense and government organizations, industry, and academia to continually improve software-intensive systems. Our core purpose is to help organizations improve software engineering capabilities and develop or acquire the right software, defect free, within budget and on time, every time.

Position Summary:

We are seeking a well-versed Special Programs Security Coordinator to join the SEI Security group. You will be responsible for an array of critical personnel security and physical security components within a dynamic Special Programs Security team at the SEI and Carnegie Mellon. This includes compliance with:

  • DODM 5205.07, Vols 1-4

  • Intelligence Community Directives (ICDs)

  • 32 CFR Part 117 and

  • Other government requirements

Are you interested in being part of a highly collaborative team and working with other security team members covering a range of responsibilities? If so, this is the opportunity for you, serving in a role typical of a Security Specialist, FSO, CPSO, CSSO, and COMSEC custodian.

Requirements:

  • Bachelor's degree in Law Enforcement, Intelligence, Management related fields or an equivalent combination of training and experience.

  • Three (3) to five (5) years of experience in a security operations position in the industrial security field or the military supporting the DoD or Intelligence Community.

  • The ability to obtain and maintain a DoD Top Secret clearance with ICD 704 eligibility and SAP accesses for continued employment.

  • You will be subject to a background check and must be eligible to work in the United States without Visa sponsorship.

  • Knowledge concerning the DODM 5205.07 Vols 1-4, Intelligence Community Directives (ICDs), 32 CFR Part 117, DD-254 requirements, Common Access Cards (CACs), Security Systems including CCTV, Access Control and Alarm Systems.

  • Infrequent travel to SEI and CMU locations is required; around 15%.

Duties

  • Physical Security: You will be responsible for monitoring and maintaining accreditation in various secure spaces and will occasionally be required to have after-hours and weekend duty and respond to alarm events.

  • Personnel Security: You will prepare required documentation for cleared personnel and process program access applications, working with the applicant and agency to resolve any problems regarding the nomination.

  • Army Liaison: You will oversee and coordinate with Army personnel stationed at CMU who utilize SEI facilities.

  • Classified Material Handling: You will be responsible for the production, storage and transmission of documents, media and materials of various classification levels.

  • Self-Inspections: You will be responsible for self-inspections of various SEI Special Programs at required intervals, identifying and resolving issues prior to customer inspections.

  • Security Briefings: You will build and provide security briefings including clearance indoctrination, foreign travel, security awareness, and refresher training to individuals and groups.

  • COMSEC: You will support the COMSEC Manager/CRO in accordance with customer requirements and conduct periodic audits/inspections to ensure accountability for all COMSEC equipment and material.

  • Security Incidents: You will identify potential security incidents or violations, investigate and report to resolve any threat to classified information or deviation from government requirements is quickly contained/addressed.

  • Security Community Participation: You will maintain an advanced level of situational awareness regarding current SEI security matters as well as the evolving rules of engagement instructed by government security authorities and established government, CMU, and SEI policies and standard practices through research and participation in various security community working groups.

Knowledge, Skills and Abilities:

  • Demonstrate well-developed analytical, organization and problem solving skills; knowledge of general and security specific regulations, policies and practices.

  • Provide high level of support to both internal and external customers.

  • Skill to analyze data and situations, identify trends, summarize results, and make recommendations based on findings.

  • Excellent oral and written communication skills.

  • Proficiency in Microsoft Word, Excel, PowerPoint and relative Personnel Security systems such as DISS, JADE and other personnel security systems.

  • Maintain confidentiality of sensitive security records.

  • Ability to work as part of a team to accomplish goals and objectives.

  • Infrequent work in building construction areas. Work in access-restricted areas - SCIFs, SAPFs and server room installations.

Desired Experience:

  • Professional training and certifications in Department of Defense National Industrial Security Program (NISP) including personnel security matters; Special Programs and collateral security training from the Center for Development of Security Excellence (CDSE).

  • Certified Protection Professional (CPP), Physical Security Professional (PSP) or Industrial Security Professional (ISP) professional certification.

  • Handling SCIF/SAPF construction and accreditation.

  • Prior experience resulting in established liaison contacts with federal, state and local law enforcement agencies and intelligence community.

  • Experience with the Security Information Management System (SIMS) software application.

  • Applied knowledge of all aspects of the DoD National Industrial Security Program (NISP) and work in an SCI and/or SAP environment.
